A Study on the International Sports Program for Sports Diplomats

Industrialization, rationalism and behaviorism represent the modern society. Sport has been understood in congruence with the values that represent modernism. Thus, values like efficiency, external stimulation rather than internal one, and discipline in diverse sports, sport-related fields and sport organizations have been highlighted and extolled. Without the characteristics of competition sport cannot be figured out, which implies that sport consists of the natures like competition among participants, challenge for human limits, and cooperation for score renewal and winning at competition. Accordingly, administration and management of sport organization has been performed along with the values pursued in the sport field. Efficiency, especially, has been extolled in both the sport field and the sport organizations under social atmosphere of industrialization and modernization. However, pursuing the values of diversity, spontaneity, transformation, and individuality under the new paradigm of post-modernism have led us to approach sport from the perspective that is different from the traditional view such as efficiency and competition. Therefore, the purpose of this study was to look at how to develop programs and what to teach for the sport diplomatic personnel working in the domestic sport organizations under the new paradigm of post-modernism as a fundamental research.

국문 초록 (Abstract)

인터넷 활용으로 인한 의사소통 방법의 혁신, 교통수단의 획기적인 발달, 경제와 문화적인 교류의 증가는 전 세계의 모든 국가를 교류의 장으로 이끌어 왔다. 1896년 올림픽이 시작되며 스포츠 또한 세계를 지구촌으로, 그리고 각 국가의 민족을 세계인의 개념으로 변화시키는데 중요한 역할을 담당해 왔다. 스포츠의 국제적 교류 활성화에 따른 스포츠 외교의 중요성이 날로 중요해지는 현 상황에서 각국은 스포츠 외교의 담당 인력을 전문적으로 양성하려 하고 있으며 이는 우리도 예외가 아닌 것이다. 특히 국제적인 스포츠 기구에의 진출이나 이들 기구에 대한 전문성의 확보는 국제적 스포츠 행사의 유치뿐만 아니라 치열해져 가는 국가 간의 경쟁에서 중요한 위치를 차지하고 있다. 이에 따라 본 연구는 스포츠 외교 인력 양성을 위한 국제기구 전문성 확보 방안에 대해 알아보고자 한다. 언어나 문화 지식과 같은 구체적이며 실질적인 지식 획득 방안도 중요하지만, 본 연구는 지구촌과 스포츠계의 패러다임 변화를 읽을 수 있는 능력과 이를 실천해야 하는 당위성, 그리고 이러한 흐름의 포괄적인 내용에 대하여 연구하고자 하였다. 경쟁이 우선시되는 스포츠 현장에서 경쟁 우위적인 문화가 아닌 공정성, 참여정신, 인본주의적 관심에 대한 동시대적 관심에 대하여 서술하고 이러한 관심 내용의 역사적 배경과 시대에 따른 사회, 문화의 흐름에 대하여 분석함으로써 우수한 스포츠외교 전문 인력 양성을 위한 국제기구 전문성 확보 방안의 이론적 근거를 제시하고자 하였다.
