서울특별시무형문화재 기능종목의 현황과 전망 = The problems and the direction of improvement of the Seoul Metropolitan Government Intangible Cultural heritage

In here, we study the craftsmanship of the Seoul Intangible Cultural Heritage System and pointed out the problems and the direction of improvement.
Intangible Cultural Heritages in Seoul have been systematically protected since the enactment of the ‘Seoul Intangible Cultural Heritage Protection Ordinance’ in 2016. Compared to the previous period, the survey and designation of Intangible Cultural Heritages has been systematically changed, and the budget and man- power for conservation have been expanded. The most striking changes are that the Degital recording has been initiated and that the recognition of holders of Intangible Cultural Heritages has been converted from individual investigations to collusion. These changes not only greatly help to maintain the typicality of the craftsmanship, but also eliminated the preemptive effect of the craftsmanship resulting from the existing individual surveys. In the atmosphere of this change, the masonry of Seoul was designated as a craftsmanship in 2019, and the Majestic Buddhist flower Decorate and Shamanic Paper flower Making became the new Seoul Intangible Cultural Heritage in 2022. The Majestic Buddhist flower Decorate is designated as a group craftsmanship without holders, and future activities are noted. The Buddhist Temple is inseparable from the rituals of the temples, and it is expected that the activities of tradition will take place through a holding group centered on monks and re-believers. However, the concern in this situation is the maintenance of the material or technique. Therefore, there is a need for a clear definition of conversion at the Seoul City Government level, and the holding group needs to make efforts to maintain the dyeing materials and techniques of paper, secure traditional tools, and make self-production efforts. As the Majestic Buddhist flower Decorate is designated as the only group craftsman- ship without holders among the Seoul Intangible Cultural Heritages, we expect that in the future, there will be a change in the direction of the investigation and designation of Seoul Intangible Cultural Heritages.

국문 초록 (Abstract)

서울특별시무형문화재 제도의 시작은 1970년부터다. 서울특별시 문화재보호조례가 제정･공포되면서 서울특별시무형문화재의 개념이 생겨났다. 그러나 무형문화재의 종목과 보유자의 지정은 무형문화재 제도가 시작된 지 십 수 년이 지난 1989 년부터였다. 초기에는 장기적인 계획 없이 국가로부터 제1호 칠장을 지정할 것을 권고 받아 지정하게 되었다. 그렇게 시작된 서울특별시무형문화재 전승보호활동은 지금까지 40여 년간 이어져 오면서 다양한 전승자를 배출해왔다. 서울특별시에서는현재 기능과 예능을 포함하여 52개 종목을 지정하여 보호하고 있다. 서울시에는 이밖에 사라져가는 전통문화 보호 사업을 해마다 벌이고 있다. 그런데 이 사업은 공모사업으로 진행되고 있어 특정인이나 단체를 대상으로 하지 않기 때문에 여기서는다루지 않고자 한다. 이 글에서는 제도적으로 정착이 되어 있는 서울특별시무형문화재에 대해 다루면서 기능종목에 초점을 두어 무형문화재 전승활동을 개관하고자한다.
