공공서비스의 질적 개선방안에 관한 연구 : 부산 남구 생활쓰레기 처리 중심으로 = (A) study about the improvement of public service in quality : Focusing on the domestic waste disposal centered on Nam-Gu in Busan

다국어 초록 (Multilingual Abstract)

These days, societies are changing from the manufacturing industry to the service industry. In the same manner, public institutions are trying to give high satisfaction to the residents at lower cost, like enterprises trying to satisfy their customers.
This study is aimed at raising the effectiveness of public service by the methods of domestic waste disposal, focused on Nam-gu and neighboring towns, Dongnae-gu, Kumjung-gu, Kukuoka.
The result is as following
First, after the enforcement of the volume-rate domestic waste disposal system, the effect was just temporary, because people didn't separate things. So, This paper investigate the effective way to dispose the garbage.
Second, in this kind of dual system, the quality of service becomes low, and it's waste of human power and finances. So legal basis and local autonomous entity are needed to improve the quality of service of waste disposal.
Third, people have little understanding of separate collection. It causes more expenses to dispose the garbage. Public institutions don't consider a counter plan about the illegal littering. They must consider the counter plan about the garbage disposal and make higher service.
Fourth, standard trash bags are too thin, so people use another plastic bag. It causes environmental pollution. The price of the trash bag and carelessness of the public institutions for the civilian consignee, these make the quality of waste disposal low. So, biodegradable plastic bag must be made and the price of the garbage bag must be adjusted.
For the improvement of the waste disposal service, This paper presented several remedies for the illegal littering and administration policy. But it was hard to collect other neighboring towns' materials, so comparing was not easy.
For better alternative plan, it needs comparing with other materials by collecting materials extensively.
