    본 연구는 정조대 진하사의 운영 방식을 고찰하여 대청 외교의 특성을 규명하는 것을 목적으로 한다. 최근 정조대 조선-청 관계에서 건륭제 칠순을 계기로 등장한 우호적 외교 양상이 분석되면서 연구가 활발히 진행되고 있지만, 진하사 전반에 대한 분석은 여전히 미진한 상태이다. 이에 본고는 정조대 진하사의 파견 절차와 방식, 파견 시기를 다른 왕대와 비교・분석하여 해당 시기의 특징을 드러내고자하였다.
    먼저, 파견 방식에서 정조대에는 앞선 왕대보다 진하사의 단독 파견 즉 별사비율이 높아졌다. 별사의 파견으로 인해 발생하는 경제적 부담보다 별사의 의례적위상을 중시한 결과라고 할 수 있다. 파견 시기에서는 큰폭의 변화가 나타났다. 정조는 청의 경전(慶典) 정보를 빠르게 확보하여 사행단을 미리 준비시켰으며, 조서 또는 표식 수령 직후 진하사를 발송하거나 심지어 조서 도착 전에 미리 파견하는 전례 없는 행보를 보였다. 이는 정확한 정보 확보와 진하에 대한 정조의 강력한의지가 반영된 결과로 볼 수 있다.
    정조의 파격적 행보에 호응하여 건륭제는 사은에 수반되는 방물을 영원히 정지시키거나 조서를 청 사신이 아닌 북경에 온 조선 사신에게 순부하는 등의 우대조치를 내려주었다. 양국의 우호적인 분위기 속에서 정조는 왕권의 안정과 직결된세자의 책봉을 수월하게 받을 수 있었다. 이러한 정조의 진하사 운영은 이후 시기에도 상당한 영향을 주어 조선-청 관계에서 하나의 관행이 되었다.

    This study aims to clarify the distinctive characteristics of late 18thcentury diplomacy between the Joseon and the Qing dynasty by examining the operational methods of the Jinhasa (Envoys of Celebration) during the reign of King Jeongjo. Although recent scholarship has increasingly focused on the friendly diplomatic relations of this era-triggered by events such as Emperor Qianlong’s 70th birthday-comprehensive research on the overall operation of Jinhasa remains insufficient. To address this gap, this paper comparatively analyzes the dispatch procedures, methods, and timing of Jinhasa during Jeongjo’s reign against those of previous monarchs.
    First, regarding the dispatch method, the proportion of "Special Envoys" (Byeolsa) sent exclusively for celebration increased under King Jeongjo compared to earlier periods. This shift indicates that the Jeongjo administration prioritized the ceremonial prestige of independent envoys over the substantial economic burden such missions entailed. A more dramatic change is observed in the timing of these dispatches. By securing rapid intelligence regarding Qing imperial celebrations, King Jeongjo prepared the embassy in advance. He demonstrated unprecedented proactive diplomacy by dispatching envoys immediately upon receiving official documents or, in some cases, even before their arrival.
    In response to King Jeongjo’s exceptional diplomatic gestures, Emperor Qianlong granted extraordinary favors, such as the permanent exemption of local tribute (bangmul) accompanying the Envoys of Gratitude and the direct delivery (sunbu) of imperial edicts to Joseon envoys in Beijing. Amidst this amicable atmosphere, King Jeongjo was able to smoothly secure the Qing’s investiture of the Crown Prince, an issue directly linked to the stability of his royal authority. Ultimately, the operation of J inhasa during Jeongjo’s reign was not merely a formal fulfillment of ritual duties but a strategic product of his proactive diplomacy, which established a new diplomatic precedent in Joseon-Qing relations
