The local assembly, in essence, plays an essential role in the development of the grass-roots democracy. Its main function is to formulate regional policy and control the policy implementation process of local government in terms of rationality.
However, most analysts who have looked closely at the operations of the local assembly in Korea reach the conclusion that the local assembly is in need of reform. Almost everything about local assembly's operation needs to be reconsidered, redisigned and reconstructed. In particular, the council system needs to be refashioned; the local assembly man's policy activities need to be redirected, and have to be greatly improved toward greater efficiency and accountability.
In this study, various problems related to the direction of revitalizing the local assembly's operations are analyzed and evaluated under the context of efficiency and accountability.
The research findings show that the problems lie not only in the personalities involved but also in the very nature of the institutions themselves. They are 'dysfunctional.' This is a crucial reform project that cannot wait. A small, efficient and accountable local assembly is a good thing. But without mechanisms guaranteeing clean and smooth operations, no policy alternatives will effectively function or impress the taxpayers. Therefore, the appropriate course of action today, I argue, is to correct what is wrong with the local assembly and then let the local assembly get on with its useful work.
In doing so, three elements should be combined to develop a force that is capable and well disciplined enough to enjoy public thrust and respect. They are, first, budgetary provisions to improve the treatment of a local assembly man and allow them the self-respect necessary to nuture technical knowledge for assembly activities; second, constant efforts within the local assembly toward self-reform to increase the efficiency of the operational process of local assembly; and, last but not least, the individual local assembly man's strong sense of duty, i.e., responsibility, as the key protector of the grass roots democracy.
Indeed recreating the local assembly to suit the twenty-first century is the task of our generation.
