The purpose of this study is to analyze the effect of price stabilization policy and to derive implications for real estate policy by analyzing external factors affecting the Korean real estate market.
To this end, we analyzed the effects of the price stabilization policy implemented, verified the global synchronization of the Korean real estate market, and analyzed the overseas determinants of the Korean housing market. In addition, we analyzed whether external factors have a differential impact on the Korean real estate market by price.
The first study analyzed the price stabilization effect of real estate policy. As a result of the analysis, it was found that the financial regulation policy had some effect in stabilizing housing prices, but the rapid increase in excess demand for housing halved the price stabilization effect of the transaction restriction policy and other policies. In addition, it is analyzed that the interest rate cut from the end of 2014 to 2018 and the interest rate cut after the pandemic led to an increase in housing prices. This study differs from existing studies in that it estimated excess demand for housing on a monthly basis, devised a transaction restriction policy index by conducting a thorough investigation of transaction restrictions implementation details, and devised a financial regulation policy index on a monthly basis. In addition, unlike previous studies that analyzed the price stabilization effect of specific policies, another contribution was that it classified the types of real estate policies and organized their contents.
In the second study, I verified whether the Korean real estate market is globally synchronized. Although many studies have been conducted to analyze the synchronization of real estate markets between countries since the global financial crisis, there is relatively little research on whether there is global synchronization.
Accordingly, this study has a contribution in studying the global synchronization of the domestic real estate market. Through the estimation of the correlation coefficient and synchronization coefficient, it was confirmed that the trend of global synchronization in the Korean real estate market is becoming clearer.
The third study extended the second study and analyzed the overseas determinants of the Korean housing market. Korean housing prices were found to have a negative relationship with global interest rates and financial environment indices, and a positive relationship with capital inflow into the country and the global real estate price index. Additionally, we analyzed whether the impact of external factors on domestic real estate differed by price range, and found that the more expensive a house is, the greater the change in domestic house prices when external variables change. The contribution of this study is that the impact of overseas factors on the domestic real estate market was analyzed by factor, global interest rates were estimated, and the impact by quintile was analyzed.
As a result of the above research, there are implications that the increase or decrease in excess demand for housing must be taken into consideration when implementing policies. And in addition to domestic policies, global monetary policy, fund inflows and outflows, and real estate price trends in major countries must also be considered.
