한-인도 포괄적 경제동반자협정의 관세 철폐 및 인하 효과에 대한 평가: 상품 양허안 중심으로 = The Effect of tariff abolition and reduction of Korea-India Comprehensive Economic Partnership Agreement: focusing on the Tariff Concessions

다국어 초록 (Multilingual Abstract)

This paper analyzes the effect of the reduction or elimination of customs duties on Korea-India trade by the Korea-India Comprehensive Economic Partnership Agreement. As a result, the potential fields of expanding the trade between the two countries due to the tariff reduction and elimination are similar to those of the previous research results. However, the effect of the reduction or elimination of customs duties will be low our expectation since India categorizes Korea’s major goods for exports to India in the items which shall be removed in the long term. Moreover, I found that regarding the items in staging long-term category in the schedule, as India has been cutting down its tariff rates more rapidly than the effective rates decided in the tariff concessions of CEPA, the long-term effect of Korea-India CEPA would be insignificant in terms of Korea's export to India by eliminating or reducing the customs duties. So, our research concluded that it is difficult to support the view that Korea-India CEPA would have a positive effect on Korea’s exports to India in the long term.

국문 초록 (Abstract)

본고는 한-인도 CEPA협상 결과에 따라 관세가 단계적으로 철폐 및 인하될 경우 한국의 대인도 교역은 장기적으로 증가할 가능성이 있는지를 분석하였다. 분석한 결과, 한-인도 CEPA로 인하여 관세인하 및 철폐가 이루어질 경우 장기적으로 양국간 교역증가 분야는 기존의 연구결과와 유사한 분야에서 발생할 것으로 분석되었다. 하지만, 인도가 양허안의 장기적 철폐 품목에 한국의 대인도 주요 수출품을 집중적으로 포함시킨 것으로 나타나, 한국의 대인도 수출에 대한 관세 인하 및 철폐의 효과는 기대보다 낮을 가능성이 있는 것으로 분석되었다. 더욱이 인도가 인도의 장기 개방 품목들에 대한 관세율을 한-인도 CEPA에서 정한 기준관세율보다 이미 더 빠르게 인하시키고 있어, 장기적으로 한-인도 CEPA에 의한 관세 철폐 및 인하 효과는 거의 없거나 미미할 가능성이 높다는 점을 발견하였다. 따라서 본고는 인도와의 CEPA 협상에 따라 한국의 대인도 수출에 대한 장기적 효과가 있을 것이라는 주장을 지지하기가 어렵다는 결론을 내렸다.
