This study explores strategies to ensure the stable supply of cargo vehicles and drivers in South Korea’s freight transport market, addressing structural challenges such as driver aging, labor shortages, and supply inflexibility. With road transport accounting for 92.5% of national freight volume and a workforce exceeding 540 thousands, the sector is vital to the Korean economy but faces significant sustainability issues.
Key structural problems include a rapidly aging driver population, regulatory rigidity in supply management, and the dominance of small-scale operators. Additionally, market entry is hindered by the prevalence of the “jiip” (entrustment) system and license plate premiums. Meanwhile, demand for specialized services like last-mile delivery is growing, but the current system lacks the flexibility to respond effectively.
The report identifies major megatrends—decarbonization, digitalization, demographic shifts, and automation—and highlights the need for a transition from quantity-based to quality-oriented supply strategies.
Seven policy directions are proposed: Reforming vehicle supply systems to allow flexible, data-driven expansion; expanding vocational pathways for youth, women, and foreign drivers; enhancing working conditions through rate reform and standardized operations; eupporting vehicle-sharing business models (e.g., rentals, leasing); integrating new mobility technologies, including autonomous trucking; promoting digital transformation and smart logistics platforms; establishing collaborative governance frameworks.
A phased policy roadmap outlines short-, mid-, and long-term measures through 2035 and beyond, aiming to build a more resilient, inclusive, and efficient cargo transport system.
