세계화의 도전과 주권국가-유럽의 경헙을 중심으로 = The Challenge of Globalizaion and the State: Europe's Experiences

The most persuasive justification of the state is founded on the argument that, without it, certain public goods would not be properly provided. The nature of challenges to the state arising from the process of globalization is that it weakens the function of the state to provide public goods. Globalization and regional integration in Europe resemble each other in that the liberalization of trade and the increase in the mobility of capital and labor have taken place in the both processes. Regional integration may be propelling economic growth in Europe, but it accompanies serious restraints on the member states' ability to provide welfare service to their people, and threatens the principle of democracy where the procedural legitimacy of European political system rests on. The weakening of redistributive function of the state and the legitimacy crisis stemming from the phenomenon of democratic deficit presents intractable challenges to the European states that do not yet have proper instruments to deal with them.

국문 초록 (Abstract)

국가의 기능은 기본적으로 공공재의 제공에 있다. 오늘날 세계화의 진행에 따라 생성되는 주권국가에 대한 도전의 본질은 세계화의 과정에서 국가의 공공재 제공 기능이 약화되고 있다는 것으로 표현될 수 있다. 세계화에 의한 주권국가에 대한 도전의 실례는 세계화의 축소판이라고 볼 수 있는 유럽통합에서 찾을 수 있다. 경제적 세계화의 특징이기도 한 무역의 자유화와 자본과 노동의 이동성 증대가 유럽에서는 단일시장의 수립으로 실현된 것이다. 유럽의 통합은 한편으로는 시장기능의 활성화를 통해 유럽의 경제적 성장을 가져다주고 있을지 모르나, 한편으로는 기존의 국가가 수행하던 역할인 복지서비스의 제공 기능에 심각한 제약을 가하는 한편, 정치체제의 절차적 정당성을 제공하던 민주주의 원칙을 훼손하고 있다는 비판이 강력히 제기되고 있다. 재분배 기능의 약화와 민주성의 결손으로 표현되는 이러한 도전에 대응할 수 있는 정책수단을 갖고 있지 못하다는 것이 오늘날 주권국가가 당면하고 있는 딜레마이다.
