중ㆍ장년층의 주거욕구에 따른 유료노인주거복지시설의 개발방향 = A Study on Development Direction of Charged Senior Housing Welfare Facilities According to Housing Needs of the Middle-Aged and the Elderly

국문 초록 (Abstract)

본 연구의 목적은 유료노인주거복지시설에 대한 실태와 시설 및 서비스 욕구를 파악하고, 노인주거복지정책 수립에 필요한 기초 자료를 제공하는데 있다. 이를 위해 대구와 경북지역에 거주하는 중, 장년층을 대상으로 설문조사를 실시하였는데, 그 결과를 정리하면 다음과 같다.
첫째, 조사대상자들의 노후대책 관련 분석이다. 조사대상자들의 노후 생활에 가장 문제로 건강문제와 생활비 문제를 들었고, 이를 해소하기 위해 노인주거 및 복지시설 확대와 연금제도 확충을 들었다.
둘째, 유료노인주거복지시설의 인식분석이다. 시설의 개발 필요성은 매우 높으며, 긍정적으로 인식하고 있다. 또한 유료노인주거복지시설의 적당한 주거형태는 전원주택을 많이 선호하고 있으며, 시설의 교통이 편리하면서 전원적인 장소를 선택하는 것이 필요하다.
셋째, 유료노인주거복지시설의 개발 입지로는 도시근교지역를 선호하며, 사업주체는 중앙 및 지방자치단체이다. 노후에 자녀의 동거하기보다는 배우자끼리 함께 여생을 보내려 하는 의지가 강한 것으로 볼 수 있다.
넷째, 유료노인주거복지시설의 형태로는 실비노인복지주택과 유료노인복지주택을 선호하였다. 이는 충분한 노인복지서비스를 받으면서 노후를 보내고자 하는 욕구 때문이다. 시설서비스 중에서 의료 및 생활편의서비스가 중요한 것으로 나타났는데, 노후에는 건강문제, 생활편의에 가장 큰 관심을 가지고 있음을 보여주는 것이다.
이상의 연구를 기초로 하여 앞으로 유로노인주거복지시설의 서비스 욕구에 대한 대책을 제시하면 다음과 같다. 첫째, 유료노인주거복지시설은 의료복지시설과 병행되어야 한다. 둘째, 유료노인주거복지시설의 개발 및 운영은 저렴한 비용의 경제적인 측면이 우선적으로 고려되어야 한다. 셋째, 유료노인주거복지시설에 대한 긍정적인 인식전환이 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to catch the realities about a charged Senior Housing Welfare facilities and the needs for facilities and service and to provide basic data for a formulation of Senior Housing Welfare Policy in aging society.
Result of a survey questioned the middle-aged and the elderly living in Taegu city and Gyeongsang-bukdo area is as follows.
First, it is about the analysis of a counterplan for an old age of the questioned. Their health and the cost of living is the most important issue and the expansion of welfare facilities and a pension system can be suggested as a solution.
Second, it is also about the analysis of a recognition of a charged senior housing welfare facilities. The need for facilities development is very high and positively recognized.
Third, the suburb area is preferred as a developing site of a charged senior housing welfare facilities and the main body of the development is central or local government. It reflects that the will of spending the rest of their lives with a spouse, not with their children in an old age.
Fourth, a charged senior welfare house is preferred as a charged senior housing welfare facilities, since it can offer enough service of senior welfare. Among facilities service, medical and life convenience service are found as the most important. It means people are interested in heath and life convenience most for an old age.
Based on the study result, the following solution can be suggested for the needs of a charged senior housing welfare facilities. First, this facility should be accompanied with medical facility. Second, financial aspect for low cost should be considered with priority in the development and management of a charged senior housing welfare facilities. Third, positive recognition is necessary about a charged senior housing welfare facilities.
