대만민주화와 양안관계의 변화 = 민주 평화론을 적용하여

다국어 초록 (Multilingual Abstract)

Since the mid-1980s Taiwan's democratization has significantly influenced the cross-strait relations between China and Taiwan. In the post-cold war era the Taiwan Strait is one of the most dangerous regions along with the Korean Peninsula in East Asia. The purpose of this study is to analyze the effect of Taiwan's democratization on the cross-strait relations. Will Taiwan's democratization make the Taiwan Strait more dangerous or more peaceful?
In fact, the process of democratization in Taiwan has increased the conflicts with China. It strengthened the sense of Taiwan's distinct national identity and increased the demand for Taiwan's independence which compelled China to demonstrate military threat to prevent Taiwan from independence. Therefore, Chinese nationalism and Taiwan's demand for independence made cross-strait relations unstable.
In order to stabilize the cross-strait relations, first, Taiwan has to consolidate its new democracy. It needs to strengthen the checks and balance, democratic accountability and professional media in accordance with the rule of law. It will weaken the emotional and nationalistic mobilization and provide objective and reasonable information for voters. Second, China must realize that military threat is not the best option to prevent Taiwan's independence. Most Taiwanese oppose China's one country, two systems formula. If China would democratize and allow political and civil rights, the support for the unification with China will be increased among the Taiwanese people. In the short run, Taiwan's democratization makes the cross-strait relations unstable. However, if Taiwan's democracy becomes consolidated and China becomes more politically liberalized, the cross-strait relations will be stabilized.
