영국의 정부조직 변동 추이와 요인에 관한 연구

국문 초록 (Abstract)

본 연구는 정부조직 개편이 탄력적으로 이루어지는 형태인 영국의 조직 변동추이와 그 요인을 분석함으로써 시사점과 함의를 도출하는 것을 목적으로 한다. 이를 위해 블레어 이후 정부조직의 변동을 분석한 결과 사회경제적 요인으로 대외적인 여건변화에 취약하다는 점, 정치체계 요인으로 이념적 지향이 다른 정권이 들어설 때마다 새로운 정책기조를 뒷받침하기 위한 정부조직 개편이 일상적으로 이루어진다는점, 행정체계 요인으로 명문화된 정부조직 근거규정이 없다는 점, 리더쉽 요인으로 총리의 성향이 주요한 변수로 작용한다는 점을 설명하였다. 각국마다 정치체제가 상이한 관계로 영국의 경험을 일반화할 수는 없으나 여건 변화에 따른 탄력적인 정부조직 개편이 수시로 이루어지더라도 행정서비스가 지속적으로 제공될 수 있는 선진국 사례를 제한적으로나마 확인하였다는데 의의가 있다고 본다.

다국어 초록 (Multilingual Abstract)

This study aims to derive implications for Korea through the analysis of time-series changes and factors of reshuffling of UK government as a case of flexible reorganization. From the analysis, following 4 main factors are identified as driving forces; vulnerable socioeconomic situation towards exterior economic changes, political reshuffling following regularly regime change between stable two-party of opposite spectrum, administrative dimension without any legal system governing reshuffling, and leadership factor of prime minister. Among them, political dimension and leadership are revealed more influential following the comparison between previous governments and current one. Also, join-up government is found necessary to secure consistency of government policies in spite of frequent reshuffling. Although British case may not be applicable for Korea directly regarding the differences of political system, we believe it is still meaningful since we identified sustainable case of public service delivery from one of advanced countries in spite of flexible government reshuffling.
