17세기 조일관계와 ‘鬱陵島 爭界’

The purpose of this article is to verify the backdrop that made clear the territorial right from the time of Uleungdo jaenggye - bordering dispute over Ulleung-do, that started from 1693 by Josun Gov’t.
During latter period of Josun, people from both countries sailed to Ulleung-do for the acquisition of goods produced in Ulleung-do as well as nearby areas, and the fact was known by Josun gov’t through questioning against Japanese drifted to the coast of Josun with various reasons. Despite the fact, Josun gov’t took position not to mention clearly against sailing to Ulleung-do by Japanese, the attitude of which appears to be related to the circumstances faced by Josun gov’t. inside & outside of the country.
However, the incident An Yong-Bok’s kidnap by Japanese fishermen in 1693 served a momentum to Josun gov’t in dealing with territorial right of Ulleung-do.
Precisely to say if there was no attempt of Tsushimahan that had a responsibility to implement negotiation with Josun gov’t under the instruction of Japanese Bakufu’ to be made Ulleung-do as Japanese territory, the treatment by Josun gov’t against the island could be the same as earlier.
However Tsushimahan drew problem of the bordering dispute over Ulleung-do made use of abnormal diplomatic method on the basis of power & blackmail relied on Bakufu’s military might at its back and intended to be made Ulleung-do belongs to its territory.
It may be noted Josun dynasty had implemented a silent diplomacy with Japan until middle of 17C after the Japanese Invasion of Korea in 15C with a posture not to expose problem with Japan, but the latter part of 17C was a time that Josun gov’t could have a confidence against diplomatic policy with Japan by securing strength capable to apply gradually diplomatic principles to the relations with Japan.
Those series of diplomatic issues with Japan taken placed between latter part of King Hyunjong and King SookJong, specifically the transfer of Waegwan from Dumopo to Choryang, sign various treaties, specification of treaties, attempted control of Tsushimahan through Dispatch of Tongshinsa, were the results of aggressive policy toward Japan.
Under the backdrop, Josun gov’t could respond differently Ulleung-do territorial right issues, and could draw an order from Bakufu ‘Takeshimatokakinnrei(竹島渡海禁止令)’-Order prohibits to sail across Takeshima.
