스포츠강사의 처우에 대한 개선방안 = Improvement Measures to Labor Conditions of Sports Instructors

In relation to the operation of sports instruction enforced in elementary schools, this research was conducted to provide improvement measures of labor conditions of sports instructors targeted at physical education department head teachers and homeroom teachers. Nationwide elementary schools which had working sports instructors were targeted for the study and a total of 212 people consisting of 71 PE department head teachers and 141 homeroom teachers were selected for the study. Amongst these, 3 present teachers were selected and by analyzing documentation through in-depth interviews, the following results were deduced.
First, teachers and sports instructors maintained very close and intimate relationships and mutually amiable relationships were being formed with the teaching staff. However, due to the inadequate office environment of sports instructors, the need for a gymnasium with a changing room was urgent. Second, from an elementary school PE process operation perspective, there needs to be an expansion of sports instructors based on a male-female system by recognizing the domain of instruction required by a female sports instructor. Furthermore, the name sports instructor should be immediately revised to PE expert instructor, thereby strengthening the administrative support to foster their existence and boost their fighting spirit. Third, in order to improve the working labor conditions of current sports instructors, they should be converted from a 10 month contractual service to a full time position and provided with at least KRW 2 million in monthly wages. Furthermore, the need of administrative and financial supplementary policies to establish clear Public Service Regulations for public officials are urgent.
