      This study analyzes cases of real estate fraud and false listings in Japan and the United States, proposing consumer protection measures for South Korea. The strengthening of the role of real estate agents, consumer education, and transparency of information have been identified as key elements in resolving issues of fraud and false listings in both countries.
      Japan has established a consumer protection system through the education and licensing system for real estate agents, while the United States encourages consumers to protect their own rights through education on ethical charters. Various types of real estate fraud occurring in the United States are analyzed to suggest directions for institutional development for transaction transparency and consumer protection.
      This study proposes measures to strengthen consumer protection through improvements in the real estate agent qualification system, strengthening of education, introduction of a complaint filing system, and a compensation system. It argues for the active cooperation of stakeholders and the active acceptance of real estate platforms suitable for the digital age. The results of this study are expected to contribute to the resolution of fraud and false listing issues in real estate transactions, consumer protection, and the improvement of the soundness of the real estate market.
