This research suggests the urgent introduction of public education as a solution to various problems in the current Korean early childhood education. Uncontrolled establishment of early childhood education institutions, unequal education opportunities for young children, pressure on private kindergartens to provide public education, issues with education finance and problems in the level of early childhood education quality are caused because the current Korean early childhood education is left to free competition based on a user-pay principle.
In order to identify education policy and curriculum related solutions regarding how to introduce public education for young children and how to conduct timely early childhood education, the study reviews recent changes in leading education countries that are a step ahead in preparing for the future society.
