According to 'the Measures for Management of the Unregistered Facilities' effective since 2002, most of the unregistered elderly and children's facilities have been registered, while the facilities still unregistered are expected to be registered or closed. The facilities which do not meet the requirements for registration should have the qualifications for registration, and in particular, the use of the building should be 'for the elderly or the children.' Some areas do not permit any building to be used for the elderly or children. The purpose of this study was to address the problems involving change of the building uses on the building registry and discuss the desirable limits of uses in the process of registration, and thereupon, survey the areas permitting elderly and children's facilities and thereby, examine the ways to expand the social welfare facilities operated by individuals or non-profit organizations and permit the unregistered facilities to be registered and thus, subsidized by the government and ultimately, help protect the social welfare facility users' human rights.
Regulation of the building uses on planning of district unit may well complement the weak points of the region and district system, because buildings can be planned to meet the goals and nature of the district unit planning with uses of buildings regulated.
In case of Bucheon Si of Gyeonggi Do, the municipal ordinances do not prohibit the elderly and children's facilities. In case of Seongnam Si, such facilities are prohibited in exclusive and ordinary residential zones, while the facilities within the district unit planned are regulated by the ordinances prohibiting them in residential, detached housing and apartment housing zones. In case of Anyang Si, the elderly and children's facilities are prohibited in all the areas on planning of the district unit except for the area for public facilities.
In Goyang Si, the ratio of the detached housing sites is higher than other new street development areas in Gyeonggi Do. The sites on planning of the district unit are reputed much for comfortable living environment and access to amenities and cultural facilities as well as convenient mass traffic. Currently on planning of the district unit, the ratio of the detached housing sites is limited within 25%. The area under development is being planned for the district unit. Upon reviewing the permits for elderly and children's facilities in Goyang Si, it was found that they were located far (about 20 km) from the area with more than 300 thousand population. Most of them are located within the areas limited for development. If elderly and children's facilities are classified into elderly welfare facilities or social welfare facilities, they are prohibited in detached housing zone and amenity zone, and children-related facilities are prohibited in detached housing zone and public facility zone.

- Prohibition of the social welfare facilities (elderly facilities) excluding children-related facilities in these zones is equated with deprival of the right to live in the residential zone from the elderly people or parts of our society members.
Elderly and children's facilities should be excluded from the list of facilities to be permitted. They should be permitted in all areas.
- It is necessary to give incentives to welfare facilities to expand them.
Every body has the right to live a human life. The ultimate goal of welfare is to help every body live a normal life through social activities. The society is obliged to create the socio-environmental conditions for the physically handicapped people not to be handicapped in their social life and create the environment where handicapped people can co-exist with others. It is the ideology pursued by the welfare society.
