국문 초록 (Abstract)

본 연구는 지난 2006년 다년간의 내적 저항과 논쟁 끝에 단행된 독일연방 개혁의 핵심적 내용의 분석을 목적으로 한다. 독일연방개혁의 주도적인 방향성은 연방-주의 복합적 결합구조가 이완되고 중앙집권적 성격이 약화되는 데 놓여 있다고 할 수 있다. 본 논문은 이러한 현상을 세계화 시대, 강화되는 전통적 민족국가 질서의 해체와 이완 현상, 그리고 분권화(Devolution) 현상의 한 사례로 다루고자 한다. 그럼에도 불구하고 독일연방개혁은 상이한 이해관계 간의 타협의 산물로서 주의 자율성이 강화된 동시에 연방의 권한이 유지 또는 강화된 이중적이고 복합적인 성격을 보여준다. 이러한 역동적 분권화현상은 세계화라는 외적 요소에 능동적으로 반응하며 상이한 이해관계 간의 갈등과 합의의 상호작용에 참여하는 행위자적 요소로 설명된다.

This paper aims to analyze the core contents of the reform of Federal Republic of Germany, which was carried out in a decisive manner in 2006, after several years of internal resistance and controversy. The reform of Federal Republic of Germany can be described to be lying in the relaxation of the complicated combination structure of federation-state. This paper is to deal with such situation as one example of the phenomena of the following - globalization age, intensifying deconstruction and devolution. Nevertheless, the reform of the Federal Republic of Germany is a product of negotiations among different interests, and it shows dual and complicated characters where states have strengthened autonomy and federation also have maintained or even strengthened authorities. Such dynamic phenomena of devolution are reconstructed by the perspective of actor that actively react to the external factor called globalization, and participates in the interactions of conflicts and agreement among different interests.
