국내 ODA 평가 연구동향 분석-시기별·키워드 네트워크 분석을 중심으로- = Trends in ODA Evaluation Research in Korea: A Period-Based and Keyword Network Analysis

국문 초록 (Abstract)

ODA 규모의 확대와 함께 개발협력의 효과성과 책무성을 확보하기 위한 평가의 중요성이 커지고 있다. 그러나 기존 연구는 ODA 평가제도와 평가기준 또는 개별 사례를 중심으로 이루어져 국내 ODA 평가 연구 자체의 주제 구조와 변화 양상을 종합적으로 분석한 연구는 부족한 실정이다. 이에 본 연구는 2007년부터 2025년까지 국내 KCI 등재 학술지에 게재된 ODA 평가 관련 논문 81편을 대상으로 키워드 네트워크 분석을 실시하여 연구주제의 구조와 시기별 변화 양상을 분석하였다. 또한 국내 ODA 평가제도의 정책 변화를 반영하여 분석 시기를 구분하고, 시기별 연구주제의 변화 양상을 비교하였다.
분석 결과, 첫째, 국내 ODA 평가 연구는 사례 연구, 성과 및 평가방법, 평가기준과 사업 운영요소, 국별 평가기준, 평가모형 탐색 등 다섯 개의 연구주제로 구성된 구조를 형성하였다. 둘째, 시기별로 국별 지원전략(CAS)과 평가기준 중심의 연구에서 OECD DAC 평가기준, 성과관리, 메타평가, 모니터링, 이해관계자 등으로 다양한 키워드가 새롭게 확인되는 양상이 나타났다. 셋째, 연구주제의 변화와 국내 ODA 평가정책의 변화 시기를 비교한 결과, 시기적으로 유사한 변화가 확인되었다.
본 연구는 국내 ODA 평가 연구의 구조와 변화 양상을 거시적 관점에서 실증적으로 제시하고 연구지형을 종합적으로 조망하였다는 점에서 의의를 가진다. 또한 제4차 국제개발협력 종합기본계획에서 제시하는 ODA 연구기능 증진과 성과관리 내실화를 논의하는 데 기초자료를 제공하며, 향후 ODA 평가 연구의 방향 설정과 평가 활용성 및 환류에 관한 후속 연구의 확대에 기여할 것으로 기대된다.

As the scale of Official Development Assistance (ODA) expands, evaluation is vital for securing effectiveness and accountability. However, existing research has primarily focused on ODA evaluation systems, evaluation criteria, or individual case studies, leaving a gap in comprehensive analyses of the thematic structure and evolution of domestic ODA evaluation research itself. Thus, this study conducted a text network analysis of 81 ODA evaluation papers published in KCI-listed journals (2007–2025). In addition, the analysis periods were divided to reflect shifts in domestic ODA evaluation policy, allowing for a comparison of changes in research topics across periods.
The findings are as follows. First, domestic ODA evaluation research formed five main themes: case studies, performance/evaluation methods, evaluation criteria/project management elements, country-specific criteria, and evaluation models. Second, research topics expanded from Country Assistance Strategies (CAS) and traditional criteria to emerging keywords like OECD DAC criteria, performance management, meta-evaluation, monitoring, and stakeholders. Third, thematic shifts showed similar temporal patterns to developments in domestic ODA evaluation policy.
This study empirically illustrates the macro-level structure and evolution of domestic ODA evaluation research. By providing foundational data to enhance ODA research functions and revitalize evaluation studies—as highlighted in The Fourth Comprehensive Strategy for Development Cooperation (2026–2030)—it is expected to contribute to future empirical research on evaluation utilization, feedback, and data-driven evaluation.
