This study aims to identify the characteristics of global citizenship discourse in Korean global citizenship education (GCE) scholarship and discuss their implications for future GCE research. To this end, conceptions of global citizenship presented in academic articles were classified according to the typology proposed by Oxley and Morris, and their distribution and characteristics were analyzed. A total of 350 articles on GCE published in KCI-indexed journals between 2008 and 2024 were selected for analysis. After reading the full text of each article, the conception of global citizenship underlying each study was classified into one of the eight types proposed by Oxley and Morris. Using content analysis, the classified conceptions of global citizenship were quantitatively analyzed in terms of their frequencies and proportions over time and patterns of co-occurrence across types, while qualitative analysis was conducted to examine the characteristics of the ways in which global citizenship was constructed in each article. The findings from the quantitative and qualitative analyses were then synthesized to produce the final results.
The findings reveal that moral global citizenship, grounded primarily in UNESCO’s conceptualization of GCE, functions as the dominant discourse in Korean GCE scholarship. This dominant discourse tends to incorporate cultural global citizenship while recontextualizing and diluting critical global citizenship. Meanwhile, political, economic, social, environmental, and spiritual global citizenship, which draw on theoretical and ideological foundations distinct from those of UNESCO, appear only rarely in Korean GCE scholarship. These findings suggest that Korean GCE scholarship has functioned less as a site for generating new discourses or reconstructing dominant ones than as a site for reproducing the dominant discourse. Future GCE research should recognize global citizenship education as a discursive and value-laden concept and place greater emphasis on examining and critiquing the dominant discourse.
