한국사회의 베트남전쟁 기억과 참전군인의 기억투쟁 = The Entry into the Vietnam-America War and the Struggle of Memory in Korea

국문 초록 (Abstract)

본 연구는 베트남전쟁 참전군인들에게 국가유공자라는 지위변화를 가져온 참전기념물 건립운동에 주목하여 참전 기념에 내재한 모순을 밝혀내고자 하였다. 이를 위해 참전군인들의 기억투쟁 과정과 이를 야기한 베트남전쟁 기억의 다층적인 차원을 살펴보았다. 파병 당시부터 현재에 이르기까지 베트남전쟁에 관한 한국 정부의 기억은 국가안보와 경제발전을 이유로 참전을 정당화하는 것이었다. 하지만 한국 정부가 참전의 의의를 강조한 것과 달리 참전군인들은 오랫동안 잊혀진 존재였다. 한국사회의 민주화와 더불어 참전군인들은 전쟁 피해 보상과 명예 회복을 요구하며 기념물 건립운동에 나서게 된다. 한편, 한국군에 의한 민간인 학살 문제가 제기되면서 시민·사회단체를 중심으로 베트남전쟁에 대한 반성의 움직임이 일어났다. 베트남사회에서 민간인 피해를 기억하는 방식의 변화가 전해진 것이 이러한 반성의 계기가 되었다. 피해 보상을 요구하던 베트남전 참전군인들은 가해자의 지위를 불러오는 베트남 민간인 피해의 기억에는 저항하는 모습을 보였다. 참전군인들이 벌인 기억투쟁의 결과 2011년 6월 베트남전 참전군인들은 국가유공자 지위를 획득하였다. 이로써 전쟁의 고통스러운 피해자로 모습을 드러냈던 참전군인들은 명예로운 전사(戰士)로 거듭나게 되었다. 이 과정에서 베트남전쟁에 대한 피해와 가해의 기억들은 삭제·봉합된 채 국가에 대한 유공으로 전환되었다.

Korean Vietnam veterans have obtained the status of men of national merit by a movement for building Veterans Memorials. Through focusing on this movement, the article attempts to reveal contradictions within Korean veterans`` commemoration of the entry into the Vietnam-America War. For this, the article explores processes of veterans`` struggles of memory and multilayered dimensions of memories of the Vietnam War, which has brought this veterans`` struggle. Until now, the Korean Government``s memory of the Vietnam War has justified the entry into the war with two reasons: the national security and the economic development. While the government has emphasized the meaning of Korea``s entry into the Vietnam War, the Vietnam veterans had been forgotten for a long time. However, with democratization of Korea, the Vietnam veterans, claiming compensation for the suffering and rehabilitation of their honor, started the movement for building Veterans Memorials. Meanwhile, Korean NGOs organized a campaign for encouraging introspection about Korean military engagement with the Vietnam War, with the news of Korean veterans`` civilian massacre, which Vietnam veterans were unwilling to recall. As a result of Vietnam veterans`` struggle of memory, they have acquired the status of men of national merit in 2011, which makes the veterans, who had been shown as not only victims but also perpetrators, honorable warriors. However, in this process, complicated memories of suffering and perpetrating of the Vietnam War were dismissed and transformed into the honor of the nation.
