The results obtained are summarized as follows:
The major factors that have affected the transition of the type of administrative regulation policy for housing are the rapid process of industrialization social change and changes in the type of regime and administrative system.
The industrialization process and social change have resulted in the phenomenon of urbanization and the development of science and technology which have a significant effect on the change of the contents of regulation.
The degree of stress placed on regulation varies according to the type of regime and the change of administrative system also has an effect on the change of the contents of regulation.
