국문 초록 (Abstract)

이 글의 목적은 콘트라티에프와 슘페터로 대변되는 장기파동이론의 시각을 검토하고 특히 신기술혁신에 초점을 두고서 이에 관한 한국사회의 유관적합성을 가늠하고자 한다. 기존의 장기파동이론이 다소 결정론적인 시각에 머물고 있음을 확인할 수 있는 데 그 이유는 사회제도적인 틀이라고 하는 좀더 광범위한 맥락을 연결하지 못한 채 기술혁신 자체만을 강조하기 때문이다. 본 연구는 기술혁신에 내재한 다양성과 동태성에 기초하여 기술문제를 사회변동과의 관련 속에서 접근하게 하는 이론적 단초를 제공하고자 한다. 신기술파동의 영향력은 크게 기술 및 경제적 차원과 사회제도적 차원의 하위 체계로 구분하여 분석할 필요가 있으며 특히 후자의 경우 자본과 노동 및 국가와 사회구성원의 관계에 기초한 사회적 맥락이 중요함을 보여준다. 기술경제적 차원과 사회제도적 차원의 변증법적 관계와 되돌림 과정은 장기파동이론에 관한 사회학적 방법론을 활용하는 하나의 예라 할 수 있다. 결론적으로 장기파동은 누적적이고 다소 모순적인 차원이 복합적으로 나타나는 과정으로 그 효과는 각 하위체계간의 정합성 여부에 따라 다르게 나타나며, 신기술혁신에 따른 성과는 다음 단계의 파동에 대비해서 축적하는 것이 장기적 사회발전전략에서 필요하다는 함의를 제시한다.

다국어 초록 (Multilingual Abstract)

This paper is written as a response to the milledigm of knowledge-based society and IT development, currently popular models. The work begins by exploring the nature of paradigm shift within the framework of the larger debates on post-industrial society, and attempts to test the ambiguity of a new economy. Applying Kondratiev-Schumpeter theory of the long waves to IT industry in South Korea, the paper suggests that the impact of the new wave can be analyzed based on two sub-system: the techno-economic and the socio-institutional. The latter seems to be more important via the social division of labor and the mode of development. The implication of technological innovation, as a key resource in the advent of new society, is a brake on academic analysis and a lever to ways of thinking about the nature and processes of role and function in the new social milieu. The results suggest that the debate needs to be refocused to analyze dynamic and diverse contexts, including social and infra structure over technological dimension, and therefore a range of different research agendas could be spawned.
