국민의 정부와 참여정부의 사회복지정책에 관한 변천과 성과 연구 = The Study on the Alteration and Outcome of Social Welfare Policy in People`s and Participation Government

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to analyze and suggest to policy alternatives the changes and outcome of social welfare for People`s and Participation Government after IMF economic crisis in Korea. People`s and Participation Government as a ``critical juncture`` has led to quantitative and qualitative changes of social policy with industrial economy restructuring. Globalization, economic crisis by external shock and aging population has caused changes of social welfare policy. Governments led by People`s and Participation Government pushed forward with reforms of social policy systems with strategic keynote of workfare and social investment. Upon investigation, I ascertained that income distributive policy, poverty rate and income inequality did not improve, despite changes of social security and social insurance. In this paper, I explained causes of the increase of poverty rate and income inequality in terms of labor market flexibilization, function and role of social insurance, and imperfection of social policy system. In order to show the effects of social welfare policy, government should improve income distributive policy, the labor policy and comprehensiveness, universalism and stability of social security and social insurance.
