박정희 정권 시기 농촌 새마을운동과 근대적 국민 만들기 = Saemaeul Movement in the Era of Park Chung-Hee Regime and ‘Making the Nation'

This article examines Saemaeul Movement(=the New Agrarian Community Movement) in the era of Park Chung-Hee regime from the viewpoint of hegemonic power strategy. Its central analytic point is the modern mass politics’ mechanism that creates the phenomena of conflicts and penetration, acculturation and exclusive possession, consent and cleavage in the interaction between the desire of the peasants, who want to escape from the poverty, and the enforcement of the regime. which wants to mobilize the peasants’ economic resources and strengthen the power base. Going through such a process, Saemaeul Movement has been transformed into the movement to indoctrinate the peasants with a modern living discipline and the hegemonic power strategy to call the peasants by the name of “the nation”. It can be analyzed in several theoretical levels as follows, 1) the historical. political and economic context of hegemonic project of Saemaeul Movement. 2) the process of vertical rearrangement of the peasants’ living style and discipline into modern and rational image by excluding some of their living values or assorting others, 3) the way of producing the public subjects of equality and autonomy by integrating the peasants’ dispersed and dislocated interests and desires. and incorporating them into the national objective, 4) the analysis about the mechanism of formation/decline/transformation of the consent and crack between the regime and the peasants. putting these theoretical levels together.

국문 초록 (Abstract)

이 글은 박정희 정권 시기 농촌 새마을운동을 헤게모니적 권력전략이라는 관점에서 고찰했다. 농촌 새마을운동에서 헤게모니적 권력전략의 분석 지점은 가난에서 해방되고 싶은 농민의 일상적 욕망과 농민을 경제적으로 동원하고 동시에 정권의 지지기반을 강화하려는 국가적 강제력의 작용이라는 상이한 성격의 두 가지 이해관계가 맞물리면서 갈등과 침투, 변용과 전유, 새로운 동의와 균열을 창출해 가는 복잡한 근대적 대중정치의 메커니즘이다. 이러한 과정을 통과하면서 농촌 새마을운동은 국가가 농민의 일상 속에 특정한 생활규범을 침투시키고자 한 ‘농민생활의 근대적 규율화 운동’이자 이를 통해 농민을 ‘국민’으로 호명하고자 한 헤게모니적 권력전략으로 전화된다. 이 과정은 이론적 분석의 관점에서 몇 가지 계기성으로 나누어 고찰된다. 첫째는 농촌 새마을운동에서 헤게모니 프로젝트가 작동하게 되는 역사적·정치적·경제적 상황과 맥락에 대한 분석이다. 둘째는 농민의 일상적 욕망의 공간 속에서 벌어지는, 기존의 생활태도와 가치를 선택적으로 흡수·부정·배제하여 근대성·합리성의 새로운 이미지로 농민의 생활양식과 그에 따른 규율체계를 재구성하는 수직적 재배열의 과정이다. 셋째는 분산되고 탈구되어 있는 농민의 이익과 욕망의 흐름들을 집약하고 국민적 목표 속으로 통합하여 평등하고 자율적인 공적 주체를 생산하는 방식과 과정에 대한 분석이다. 넷째는 이들 여러 계기들의 종합적 고찰을 통해 국가와 농민 간의 동의와 균열이 생성/쇠퇴/변천하는 메커니즘을 분석하는 것이다.
