지방자치제의 남북교류협력을 위한 과제와 대안적 모색 -경상남도의 사례분석을 중심으로- = Inter-Korean Exchange and Cooperation Assignment and Alternative Plan for Local Governments: Focused on case analysis of Gyeongsangnam-do

다국어 초록 (Multilingual Abstract)

The inter-Korean exchange and cooperation projects that stopped as a result of the 5.24 measure still remain without any change. In the midst of such situation where the talks between the South and North Korean authorities have stopped, what can maintain mutual relationship is the local government level and civil exchanges. Based on such issues, the purpose of this study was to evaluate the policy towards North Korea exclusively during the Lee Myung-bak Administration to search for an alternative plan to improve the inter-Korean cooperation. The purpose is to evaluate and forecast inter-Korean exchange and cooperation focusing on the inter-Korean exchange and cooperation of Gyeongsangnam-do that has been continuously maintaining and advancing its channel with North Korea in spite of deadlock situation of the inter-Korean relation. Local governments and civil exchange and cooperation project organizations experienced various lessons during the past period. Accordingly, it is necessary to make efforts to plan and prepared for future projects in various aspects according to situation and step. Although it is necessary to implement projects with mid- & long-term vision as in the case of Gyeongsangnam-do, other various organizations still lack according consideration. In the midst of current deadlock situation of the inter-Korean relation, there is a limitation in effectively implementing inter-Korean exchange and cooperation projects. Accordingly, it is a fact that there is a need for short-term projects. However, preparing various programs in spite of current deadlock situation can become an important foundation in the future where the inter-Korean relation improves. Accordingly, there is also a need for multilateral paradigm shift for future exchange and cooperation projects by local governments and civil organizations. Based on the fact that autonomy is limited for local governments`` inter-Korean exchange and cooperation, it would be necessary to discover feasible areas for implementation in the midst of current situation.
