고등교육기관의 부패와 윤리적 대응 방안 = Ethical Responses to the Corruption of Higher Educational Institutions

Educational corruption practices exist in every culture. In every educational institution, in every country and generation, there is a struggle between corrupt practices and the continuing quest for high ethical standards. A distinction may be drawn between widespread institutional corruption and the corruption of renegade individuals within an otherwise ethically sound educational program.
In this article, I don't use the terms 'corrupt' and 'unethical' synonymously. All corrupt practices are unethical, but not all unethical practices are corrupt. Corrupt educational practices often relate to the work of college and university employees, such as faculty members and administrators. However, corruption in education must be distinguished from incompetence of them.
This article generally focuses on higher education. First, it offers examples of educational corruption from around the world to make clear the multi-faceted nature of the problems, illustrating that related challenges see no geographic scopes. Then it considers the basic principles that should shape efforts to deter, expose, and penalize corruption in academic enterprises. And then it transforms those principles into best practices that should be followed
by educational entities who aspire to high standards. Some of those best practices relate to the role that ethics codes and laws can play in fighting educational corruption. It also explores the ethical unacceptability of certain practices, such as buying admission into an education program, plagiarism, and bogus degrees. It finally offers concluding thoughts about the never-ending battle between corruption and ethics in academia.
