부산광역시 기초자치단체의 정보시스템 아웃소싱 성과에 대한 영향요인 분석

국문 초록 (Abstract)

본 연구의 목적은 부산광역시의 정보시스템 아웃소싱 현황파악과 이의 성과에 영향을 미치는 다양한 변인을 파악한 후, 이러한 변인과 아웃소싱성과간의 관계를 실증적으로 검증함으로써 공공부문 정보시스템 아웃소싱의 성과에 영향을 미칠 수 있는 요인들을 분석하는 것이다. 연구를 위하여 제도적 요인ㆍ경제적 요인ㆍ관계적 요인ㆍ정보공유 요인ㆍ외형적 요인을 독립변수로 설정하고 공공부문 정보시스템 아웃소싱 성과를 종속변수로 설정하여 연구모형을 작성하였다. 연구의 결과, 외형중심요인과 경제중심요인은 아웃소싱 성과에 정(+)의 영향을 미치는 것으로 나타난 반면에 제도 중심요인은 부(-)의 영향을 미치는 것으로 나타났다. 따라서 공공부문은 명확한 기준을 가지고 정보시스템 아웃소싱업체를 선별해야 하며, 아웃소싱 업체가 선정되면 서로간의 신뢰를 바탕으로 업무를 진행해야 한다는 정책제안을 도출하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to investigate on the influence factors to Information System Outsourcing performance, and know the degree of influencing to IS Outsourcing Performance in the Busan metropolitan city. These data studies were analyzed by statistical ways which were Cronbach α, Descriptive Statistics, Factor Analysis, Correlation Analysis. The model of this paper which includes Institutional factor, Economic factor, Relational factor, Information-share factor, External factor made from advanced studies in the Public and Private sectors. These factors were grouped as “External-criented factor”, “Economic-oriented factor”, “Institutional-oriented factor” by factor analysis.
The result of this paper shows that there are a few critical factors for successful outsourcing performance in local government. First, public sector has to select vendors with obvious criteria of what might increase the efficiency of outsourcing. Second, outsourcing has to progress with reliance between public sector and vendor. It is necessary to proceed based on a long-term mutual contract and support.
