효율적인 도로명 및 건물번호 기반의 주소전환 추진전략 = Effective new address reform project based on street name and building number

국문 초록 (Abstract)

우리나라 주소는 일제 강점기인 1910년부터 1924년 까지 시행한 토지조사사업과 임야조사사업에 의하여 토지에 부여된 지번을 주소로 하여 현재까지 약 100여년의 기간동안 사용되어 왔다. 그러나 오랜 기간 동안 토지의 빈번한 이동으로 인하여 지번이 무질서하게 배열이 이루어 졌으며, 이로 인한 주소위치 확인 및 효율적인 관리에 많은 문제점을 갖게 되었다. 이 같은 문제점을 해소하고자 정부에서는 1996년 도로명 및 건물번호에 의한 주소를 도입하였고 현재 시설물 설치 완료 단계에 이르렀다. 도로명 주소가 법적인 주소로 사용되고 공적장부 및 민간분야의 장부를 새주소로 전환하기 위해서는 고지.고시라는 법적인 절차를 거쳐야 하고, 국민의 새주소에 대한 혼란을 최소화 하고 불편 없이 실생활에 적응되기 위한 대국민 홍보 국가공간정보(NSDI)체계에 적용 가능한 세계좌표계 기반의 전자지도 D/B구축 및 시스템 개발, 정확한 새주소 DB구축 등의 선결과제가 해결 되어야만 효율적이고 안정적인 새주소 전환과 정착이 이루어 질 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

Address system in Korea, which is based on land survey project and a forestry survey project, has been used about 100 years since the Japanese ruling era. However, this system has many problems because frequent land transfer resulted irregular parcel number and it causes difficulties in finding land position and in effective managing. To solve these problems the government introduced new system which is based on street and building number, and recently installment of structure is nearly completed. To use street name address as a legal address, and to convert all official and non-official data to new address system, it needs notification period process, public advertising to minimize people's confusion, develop automatic map of World Coordinate System D/B and new system to apply in NSDI system, and accurate new address D/B needs to be built. When these tasks are completed, it is considered that effective and stable change in address system will be established.
