폴란드 연금개혁: 민영화에서 재공영화로 = Pension reform in Poland: from pension privatization to reversing pension privatization

다국어 초록 (Multilingual Abstract)

The purpose of this study is to draw implications for pension reform in the welfare state by evaluating the privatization reform and reversing pension privatization process of the Polish pension system. To this end, through literature review and on-site interviews, first, a contextual interpretation of the economic, social and institutional aspects of the Polish pension reform is attempted; second, the Polish pension privatization and reversing pension privatization process is explained; third, the meaning was evaluated, and fourth, implications were derived based on the evaluation. Through the pension privatization process through the pension reform in 1999 and the reversing pension privatization process through the pension reform in 2011 and 2014, the increase in the pension deficit due to privatization and the decrease in the pension deficit through the reversing, social insurance higher than that of private investment institutions for pension fund investment performance through public management of institutions, reduction of public debt is converted into population reserve through the reversing pension privatization, excessive administrative costs that cannot be avoided during pension privatization, income replacement rate that has fallen after pension privatization, national consent from mandatory to voluntary subscription was explained. This study suggests that pension privatization not only impairs the original purpose of strengthening old-age income security, but also negatively affects the economic and social development of the country. It is important to be cautious to new system only by politicians and to have a national consensus.

국문 초록 (Abstract)

본 연구의 목적은 폴란드 연금제도의 민영화 개혁과 재공영화 개혁 과정에 대한 평가를 통해 복지국가의 연금개혁에 대한 시사점을 도출하는 것이다. 이를 위해 문헌연구 방법과 현지 인터뷰를 통해 첫째, 폴란드 연금개혁의 경제적, 사회적, 제도적 측면에서의 맥락적 해석을 시도하고, 둘째, 폴란드 연금민영화 및 재공영화 과정을 설명한 후, 셋째, 그 과정에서 나타난 의미를 평가하고, 넷째, 평가에 기초하여 시사점을 도출하였다. 1999년 연금개혁을 통한 연금 민영화 과정과 2011년과 2014년 연금개혁을 통한 연금 재공영화 과정을 통해, 민영화로 인한 연금적자의 증가와 재공영화를 통한 연금적자의 감소, 민간투자기관보다 높은 사회보험기관의 공공관리를 통한 연기금 투자 실적, 연금 재공영화를 통해 공공부채 감소분을 인구예비금으로 전환, 연금 민영화 시 피할 수 없는 과도한 행정비용, 연금민영화 이후 하락한 소득대체율, 국민적 동의에 따른 2층 법정 민간연금의 의무가입에서 임의가입으로의 변화를 설명하였다. 본 연구가 시사하는 바는 연금 민영화가 연금제 도의 본연의 목적인 노후소득보장 강화의 훼손을 가져올 뿐만 아니라, 국가의 경제사회적 발전에 부정적 영향을 미칠 수 있으며, 소수 정치인들만의 신규 연금제도의 설계는 신중해야 하며 국민적 합의가 중요하다는 점이다.
