장애인의 추가비용에 영향을 미치는 요인에 관한 연구 = A study of factors affecting extra costs of disabled people

국문 초록 (Abstract)

본 연구의 목적은 장애인의 추가비용에 영향을 미치는 요인들을 파악하고 이러한 분석을 바탕으로 추가비용에 대한 지원을 절실히 필요로 하는 고위험집단을 규명하여, 궁극적으로 정부가 실시하는 장애인 추가비용 보전제도의 효과성과 효율성을 높이는 데 기여하고자 하는 것이다.
본 연구는 이러한 목적을 수행하기 위해, 한국보건사회연구원에서 실시한 '2005년 장애인실태조사'의 원자료를 사용하여, 다중회귀분석 등으로 분석하였다.
연구의 분석틀로서, 독립변수는 크게 세 가지로 구분되는데 첫째, 인구학적 요인에는 거주지역이 포함되며, 둘째, 사회환경적 요인에는 경제활동상태, 개인소득, 가구소득 등이 포함되며, 셋째, 장애요인에는 장애유형, 바텔인덱스, 장애등급 등이 포함된다. 그리고 종속변수는 장애인의 월평균 추가비용으로 이루어져 있다.
분석결과, 장애유형, 바텔인덱스, 장애등급, 개인소득, 가구소득 등의 변수들이 장애인의 추가비용에 영향을 미치는 요인으로 작용하고 있으며. 특히 장애유형과 장애정도를 나타내는 바텔인덱스의 영향력이 상대적으로 크게 나타났다.
따라서 현재 정부에서 실시하고 있는 장애수당을 비롯한 각종 추가비용보전 제도는 장애유형과 장애정도를 고려하여 급여의 내용을 차등화 할 필요가 있으며, 이는 장애인의 욕구충족과 제도의 효과성을 제고하는데 기여할 것으로 보인다.

다국어 초록 (Multilingual Abstract)

The objectives of this study is to identify the factors of disabled peoples's extra costs and to contribute to raise the effectiveness and efficiency of public benefits for disabled people. To achieve these aims. this study used multiple regression based on the 2005 National Survey of Disabled Population conducted by the Korea Institute for Health and Social Affairs.
As the framework of analysis, independent variables are composed of three groups. First, demographic variables include geographic location. Second, socio-environmental variables include individual income, status in economic activity and family income. Third, disability-related variables include type of disability, barthel index and disability grade. Also, dependent variables are composed of average extra costs by month.
As a result of multiple regression analysis, the result shows us that the independent variables such as the disability type, barthel index, disability grade, individual and family income, affect the extra costs of disabled people. Especially. disability type and barthel index, among them, are significant variables affecting the extra costs of disabled people.
The result of this study therefore suggest that there is a strong need to differentiate benefit level in public disability payment for compensating extra costs of disabled people.
