Urban green space offers various benefits: they alleviate air pollution, provide microclimates that facilitate temperature control, promote leisure activities, and foster emotions; thus, ensuring the establishment of green space in cities has been emphasized. Because citizens' satisfaction with green space is related to their life satisfaction, it is crucial to quantitatively and qualitatively ensure the distribution of urban green space equally throughout urban areas. Many types of urban areaincluding new urban areas, redeveloped areas, and areas of original cityscapemay coexist in modern cities. In particular, natural disaster prone districts are highly concentrated in areas of original cityscape; such areas are prone to natural disasters and this vulnerability adversely affects the residential environment. In addition, because these areas have not been addressed in green space policy, the shortage of urban green space is increasing. Hence, to enhance citizens' life satisfaction, strategies need to be urgently implemented to reduce natural disaster prone in areas of original cityscape and to ensure the establishment of green space.
This study selected urban areas in Chuncheon City in South Korea as target regions and analyzed natural disaster prone districts, neighborhood parks, the green network, and the living environment index to identify problems pertaining to urban green space and to estimate the feasibility of green space development in natural disaster prone districts and expected effects. The findings of this study are as follows.
1. Natural disaster prone districts are concentrated in areas of original cityscape. Satellite photo analysis indicated that certain areas were formerly green space before houses were built. Solved natural disaster prone districts, public city land comprises 98.4% and state- and province-owned land comprises 1.6%; this land is used for various purposes such as gate ball courts, parking lots, farmland, rest areas, hills for housing, and youth training centers. These results imply that former solved natural disaster prone districts should be systematically managed.
Therefore, it is crucial to ensure the establishment of green space based on natural-disaster-prone districts; such development may restore damaged green space. Moreover, additional land compensation is not required in establishing green space in areas that were formerly green space areas as such areas are devoid of private land; thus, these areas can be managed systematically and effectively.
2. In areas of original cityscape, there are almost no neighborhood parks; by contrast, other areas have many neighborhood parks. This indicates that the green network is disconnected from areas of original cityscape. Regarding the living environment index, areas of original cityscape, including Joun-dong (100%), Soyang-dong (44.4%), Gyo-dong (42.9%), Yaksamyeong-dong (72.6%), and Hyoja-dong (43.8%), were ranked at Level 3; Suburban areas, except for Hupyeong-dong (15.4%), did not belong to Level 3.
3. Turning natural disaster prone districts into urban green space could increase the ratio of neighborhood parks in Gyo-dong (3.1%), Yaksamyeong-dong (0.4%), Geunhwa-dong and Soyang-dong (0.3%), and Hyoja-dong (0.2%). Park area per person could increase in Gyo-dong and Geunhwa-dong (3.6 ㎡), Yaksamyeong-dong (0.5 ㎡), Soyang-dong (0.4 ㎡), and Hyoja-dong (0.3 ㎡). This could relieve the shortage of green spaces in areas of original cityscape and could strengthen the functioning of the green network. In terms of the living environment index, areas of original cityscape such as Soyang-dong (32.6%), Gyo-dong (42.9%), Joun-dong (1.8%), and Yaksamyeong-dong (46.7%), all of which are Level 3, could become Level 1 or 2 through turning natural disaster risk reduction districts into urban green space.
