전기공사의 안전관리를 위한 감리제도 개선방안 = The improvement of supervisory services for safe-management of electrical construction

Development and use of electricity brought many changes in our lives as the foundation of the nation’s industrial development and electrical construction plays an essential role in all fields which we need in our lives.
However, electrical construction performed by the specificity of electrical construction has the risk of electric shock large disaster occurred as unforeseen accidents with the lack of safety-management. The roles of supervisors are very important to prevent safety-accident of electrical construction in this situation.
In an electrical construction site, there is performed supervision system by electric power engineering management law. and there is performed safety management system duty by industrial safety health law. but, these two law is do not connection and effectiveness preparation not enough, and a institutional supplementation is urgent.
The supervisors check that electrical construction are designed as the contents of the blueprint and do technical guidance such as quality management, construction & safety management, are supervisory services on behalf of owner’s authority according to relevant laws and regulations.
Most supervisors of electric construction site is a business experienced person on electric power technical. but, perform safety-management of on-site in the insufficient state of professional safety-management knowledge and experience of safety-management fields.
This paper is to analyze the safety management present situation of electrical construction supervisor system, and safety management state of electrical construction site and an serious accident case, and comparative of an advanced foreign safety management system.
And, it is to analyze problems related to safety-management on the current supervisory services and supervision system and suggest improvement.
