한국 사회가 다문화사회로 이행함에 따라 한국청소년정책연구원에서는 다문화청소년의 발달 과정을 이해하고 정책 수립의 기초자료를 제공하기 위해 다문화청소년패널조사를 실시하고 있으며, 관련한 연구를 지속하고 있다. 이러한 노력의 일환으로 이번 연구에서는 기존 수행하고 있는 다문화청소년패널조사를 지속하고, 다문화청소년의 성장 실태를 분석함으로써, 관련한 지원 정책을 체계화하고 고도화할 수 있는 시사점을 도출하는 것을 목표로 하였다.
구체적으로 다문화청소년패널조사의 일환으로 1기 패널(2011년 구축, 15차조사)과 2기 패널(2019년 구축, 7차 조사) 추적조사를 실시하였다. 또한, 변화하는 사회환경을 반영하여 향후 3기 신규 패널을 구축하기 위해, 초등학교 4학년 다문화청소년을 대상으로 예비조사를 병행하였다.
정책적 시사점 도출을 위해서는 문헌연구 및 양적·질적 자료에 대한 분석을 실시하였다. 양적 자료는 기존 축적된 패널자료를 활용하여 다문화청소년 유형별 진로·진학 준비 양상을 파악하기 위해 기초 및 심화 분석을 수행하였다. 질적자료는 초기 한국어 집중교육인 한국어예비과정에 대한 참여관찰 및 관계자(당사자, 친구, 교사) 심층면담을 통해 수집한 자료를 분석하였으며, 이에 더해 선행연구 및 관련 정책 분석을 실시하여 현장에 밀착된 정책적 제안을 제시하고자 했다.
분석결과, 다문화청소년의 학업 문제는 단순한 학습 부진이 아니라 또래 관계의 어려움과 심리·정서적 위축 등과 관련해 복합적으로 이해될 필요가 있음이 드러났다. 또한, 다문화청소년의 상급학교 진학준비 수준에는 이질적인 하위 유형이 존재했는데, 학교 상담, 부모의 관심과 지원, 심리정서적 요인이 밀접하게 관련된 것으로 파악되었다.
언어와 학업성취 관련하여, 일상적 의사소통 능력과 학문적 언어능력에 대한 차이를 깊이 있게 고려하지 못하는 지원 체계는 다문화청소년의 학습 실패의 주요한 위험 요인으로 작용할 수 있는 것으로 나타났다. 입국 초기 한국어 구사에 어려움을 겪는 다문화청소년을 지원하는 한국어예비과정은 일상적 의사소통 수준을 향상시키는 데 일정 수준 기여하고 있으나, 전문 상담인력 부재로 인한 체계적인 정서 지원 부족 문제가 나타날 위험을 안고 있었다. 나아가 교실 내 학생 이질성과 원적교와의 구조적·관계적 단절 등과 같은 한계를 동반하고 있어 개선의 여지가 있는 것으로 분석되었다.
이와 같은 분석결과를 바탕으로 이 연구는 ‘언어를 넘어 관계로, 적응을 넘어 성장으로’라는 비전을 수립하고, 네 가지 원칙(① 본질에 집중하는 초기지원, ② 경계를 허무는 통합지원, ③ 차이를 존중하는 포용과 공정, ④ 미래를 여는 혁신, 함께하는 지속)을 설정하였다. 이를 실현하기 위한 5대 세부과제로 1) 학습한국어 역량 강화를 위한 다차원적 언어 지원체계 구축, 2) 관계 기반 심리·정서 안정 및 사회통합 지원체계 강화, 3) 다층적 진로·학업 경로 지원 모델도입, 4) 학교-가정-지역사회 거버넌스 구축(통합지원서비스 네트워크), 5) 포용적 교육 환경을 위한 시스템 및 기반시설 혁신을 제안하였다.

As South Korea experiences a rapid demographic shift toward a multicultural society, securing an objective understanding of youth with diverse backgrounds has become increasingly crucial. To address this need, the National Youth Policy Institute in South Korea (NYPI) has been administering the Multicultural Adolescents Panel Study (MAPS), collecting empirical data to analyze their developmental trajectories and support the design of effective policies.
This study aims to continue MAPS. Specifically, follow-up surveys for the first (15th round) and second (7th round) panels were conducted, alongside a preliminary survey of 4th-grade multicultural youth to prepare for a third panel. In addition, a mixed-methods approach was employed to derive practical policy implications. Quantitative analyses of the panel data identified patterns in career and higher-level school advancement. Qualitative analyses—including participant observation of the Korean Language Preparatory Course (an intensive early language education program) and in-depth interviews with stakeholders (students, peers, and teachers)—were also conducted alongside literature and policy reviews.
Results indicated that the academic challenges of multicultural youth are complex issues intertwined with difficulties in peer relationships and psychological and emotional withdrawal, rather than mere underachievement. Furthermore, heterogeneous subgroups existed in the level of readiness for entering higher-level schools among multicultural youth, which was found to be closely related to school counseling, parental interest and support, and psycho-emotional factors.
Regarding language and academic achievement, support systems that fail to adequately address the gap between basic interpersonal communicative skills (BICS) and cognitive academic language proficiency (CALP) were found to act as major risk factors for academic failure among multicultural youth. Furthermore, while the Korean Language Preparatory Course improves early daily communication, its effectiveness is limited by a systemic lack of emotional support, extreme classroom heterogeneity, and structural disconnection from students’ original schools.
Based on these findings, this study proposes a vision of ‘Beyond language to relationships, beyond adaptation to growth,’ and outlines four guiding principles: ① early support focusing on the essence, ② integrated support breaking boundaries, ③ inclusion and fairness respecting differences, and ④ innovation for the future and sustainable inclusion. To realize this, the study suggests five specific tasks: 1) building a multidimensional language support system to strengthen academic Korean competencies; 2) enhancing relationship-based psychological and emotional stability and social integration support systems; 3) introducing a multi-layered career and academic pathway support model; 4) establishing school-home-community governance (an integrated support service network); and 5) innovating systems and infrastructure for an inclusive educational environment.
