다국어 초록 (Multilingual Abstract)

This paper explores middle powers’ assertive diplomacy regarding regional institution building. Regional integration is generally considered as a niche for middle powers since major powers are more interested in global affairs while weak powers lack resources for diplomatic activism. Regional institutions not only have lock-in effects against major powers but also reduce transaction costs for regional cooperation. However, middle powers show divergent preferences and strategies toward regional institutions. This paper explains this diversity with differences in several domestic and external factors. The case study of four types of middle powers, i.e., regional hegemonic powers (Brazil, India, and South Africa), traditional middle powers (Australia and Canada), Nordic middle powers (Sweden, Norway, Finland), shows that external factors like relationship with the global hegemon and relative power position in the region, and domestic receptiveness toward neoliberalism largely determines diplomatic activism toward regional integration and preference for binding regional institutions.
