러시아의 한반도 정책: 북핵, 사드(THAAD) 반대 및 한국의 대응 = Russia`s Policy toward Korean Peninsula: North Korean Nuclear Arms, Opposition to the THAAD, and Korea`s Response

다국어 초록 (Multilingual Abstract)

This Paper has a purpose to examine the Russia-North Korea relation after 2012, then to analyse Russia`s responses on the issues of North Korean nuclear arms and the Terminal High Altitude Aerial Defense (THAAD). In early 2000s, Russia started to implement a new approach, proclaiming equidistance to Pyongyang and Seoul, and initiated again to normalize the relation with the North Korea after 2012, but the outcomes is not clear as yet. Especially, it is newly acknowledged that the bi-lateral relation between Russia and North Korea can be affected by the regional affairs like Syrian crisis in global level after 2014. Russia has been explicitly protested North Korea`s nuclear test and “satellite launch”, but has generally avoided directing confrontational rhetoric toward the DPRK`s leaders. Russia strongly disagreed with deployment of the US THAAD Systems in Korea. Russian experts fear such a deployment would constitute another step toward the creation of a US anti-missile shield stretching in global level. All discussions about responses to THAAD in Russia can be summoned three points; diplomatic method, military buildup, and the assistance to China. This paper foresees diplomatic responses with the assistance to China in viable future, and suggests some recommendations for Korean policy.
