한국 사회에서 발생 가능한 테러시나리오와 군의 대테러 능력발전 방향 = A Study on Possible Terrorist Attacks Scenarios in South Korea and Ways to Enhance Counter-terrorism Capability of Armed Forces

다국어 초록 (Multilingual Abstract)

The article develops various scenarios of terrorist outrages which can happen in South Korea by applying scenario planning approach, and argues the necessity to utilize the capabilities of Armed Forces of South Korea to counter terrorism. It is because the most possible terrorist attack in this country is still estimated to be the one launched by North Korea. Indeed, North Korea still tries to cause confusion in South Korean society by destroying major national critical infrastructures. While institutions to counter-terrorism have been systemized after the anti-terrorism law was legislated in 2016, the responsiveness and effectiveness of the overall system is suspicious as ever. Considering this and severe military confrontation with North Korea, South Korea`s Armed Forces should be ready to provide possible aids to civilian counter terrorism efforts. However, there still exist many barriers including lack of proper legalization, overall deterioration of equipments, and stable political supports for counter-terrorism. Given the fact that there are increasing possibility North Korea would try to conduct various hybrid warfares including terrorism, authors argue that South Korean Armed Forces should make more contributions to counter terrorism efforts.
