한반도 평화체제론의 재등장: 배경과 전망 = The Resurrection of the Discourses on the Peace Regime on the Korean Peninsula: Backrounds and Prospects

다국어 초록 (Multilingual Abstract)

This article is to insist that the advent of North Korea as a nuclear weapon state gives opportunities to Seoul, which is able to consider its security strategic choices toward a nuclear power state more seriously and to approach the peace regime on the Korean Peninsula more practically. As long as a nuclear power North Korea with ICBM capabilities can be regarded as a real immediate direct threat to U.S. Security, U.S. strategic focus on the Korean Peninsula has no choice but to be concentrated on diminishing the direct threat from North Korea. In fact, the Trump administration has been willing to engage with Pyongyang through the Trump-Kim Summit. In these processes, both Washington and Pyongyang together began to consider the peace regime on the Korean Peninsula to break the deadlock of the negotiation on the North Korean nuclear issues. In other words, now we can anticipate that the rapproachment of Pyongyang and Washington may be lead to th normalization between the two countries. Given these new security circumstances on the Korean Peninsula, Seoul should be prepared to the changing security environments including the korean peace regime more actively. In the long run, paradoxically Seoul had better has more open attitude toward its nuclear weapon state to achieve the goal of the stable and sustainable peace regime on the Korean Peninsula because to try to restore the balance of power on the Korean Peninsula is the premise of making the sustainable Korean peace regime on the Korean Peninsula.

국문 초록 (Abstract)

본 논문의 기본주장은 '북한의 핵 전력화 상황이 한반도 평화체제론의 재등장을 가져왔으며 한국의 안보전략적 대응의 선택지를 확장시켰다'는 것이다. 이러한 논지의 해명을 위해서 최근의 한반도 평화체제론의 재등장의 배경을 한반도 내외적 측면의 고찰을 통해서 살펴보고 있다. 특히, 이 논의에 있어서 최근의 논의가 과거의 한반도 평화체제론과 어떠한 차별성을 갖는지에 대해서 초점을 맞추고 있다. 이를 통해서 한반도 평화체제론의 실행조건과 관련한 촉진요인과 억제요인을 검토하여 그 것의 현실화 가능성에 대한 일정한 시사점ㅇ르 도출하고자 한다. 향후 한반도 평화체제론의 전망과 관련하여 그 주요 결정변수로서 북핵문제를 설정하고 그에 따른 시나리오적 접근을 통해서 그 실행 가능성 및 실행전략과 과제를 제시하고 있다. 이 글의 의의는 '북한의 핵 전력화 상황의 도래는 역설적이게도 새로운 차원의 한반도 평화체체제의 논의의 장을 열도록 했으며, 한국으로 하여금 그로 가기 위해서는 그에 따라는 새로운 안보전략적 선택의 필요성이 있다'는 점을 주장하는 것에 있다 하겠다.
