국제학업성취도평가(PISA) 참여 국가의 교육자원 배분과 학업성취 간의 관계에 대한 시계열적 분석

국문 초록 (Abstract)

본 연구는 교육자원 배분의 형평성이 해당 국가 학생들의 학업성취 수준 및 학업성취 격차에 어떠한 영향을 미치는지 국제학업성취도평가 및 설문 결과를 시계열적으로 분석함으로써 교육자원배분과 학업성취 간의 관계를 실증적으로 규명하고자 하였다. 이를 위해 본 연구는 OECD에서 실시한 PISA(Programme for International Student Assessment) 2000, 2003, 2006, 2009의 네 개 연도 자료를 활용하여 합동최소자승회귀모형(Pooled OLS)과 개체의 고유한 특성과 시간 특성을 고려한 고정효과모형(Fixed Effect Model)을 통해 교육자원 배분의 형평성과 학업성취 수준 및 학업성취 격차 간의 관계를 실증적으로 살펴보았다.
분석 결과, 물질적인 교육자원의 배분이 불공평하게 이루어질 경우, 학생들의 읽기 및 수학 학업성취 수준이 유의하게 낮아지며, 이와 함께 국가 내 학생들 간의 학업성취 격차도 더욱 벌어지는 것으로 나타났다. 이에 반해 교사 자원의 형평성은 학업성취 수준 및 격차는 유의한 관련성이 없는 것으로 나타났다.
이와 같은 분석 결과는 균형성장론에 기초한 교육재정의 형평성 있는 배분을 통해 학생 및 국가의 학업성취 수준 제고는 물론, 교육격차 해소에도 기여할 수 있음을 암시한다. 이에 본 연구는 각 국가 차원에서 교육재정 배분의 형평성 수준을 점검하고, 이의 확보를 위해 노력할 필요가 있음을 정책적 시사점으로 제시한다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to empirically investigate the impact of across-school disparities in education resources and student achievement using International Test Data(PISA). In doing so, we followed the economic literature on economic growth and establish our hypotheses: the more inequitable distribution of school resources induces 1) a decrease in the level of student achievement and 2) an increase in the disparities in student performance. After analyzing International Test Data of PISA 2000~2009, we find that the unequitable distribution of school resources leads to a decrease in the level of student performance, but it also results in an increase in the disparities of student achievement. Basically, the results support the idea of investing equitably educational resources across schools. These findings provide useful policy implications for enhancing student performance and closing the disparities across students.
