Current study adopts multilevel analysis to examine the mediating effects of training effectiveness on the relationship between training investment and obstacles, and individual empowerment. We used HCCP dataset in 2022 with 467 companies and 8,882 company employees, and 2023 with 446 companies and 10,103 company employees. Training effectiveness mediates the effects of training investment and obstacles on individual empowerment. Specifically, training effectiveness adds values to positive effects of training investment and ameliorates negative effects of training obstacles in exhibiting empowering behaviors. Training environment and effectiveness play critical roles in motivating empowering behaviors. To encourage individual empowerment, companies shape, build, and develop cultures and environments that are supportive for training effectiveness.
