전자정부 이용 실태 조사에 대한 벤치마킹 연구 : ‘전자정부 이용’의 정의 및 측정 방법

국문 초록 (Abstract)

전자정부 서비스의 공급에 비해 이용이 부진한 문제의 해결을 위해 전자정부 이용에 대한 실태 조사는 필수적이다. 그러나 이제까지의 조사들은 ‘전자정부의 이용’에 대해 서로 다른 개념 정의와 측정방법을 사용하고 있어 혼란을 초래하고 있다. 이 논문은 선진 각국들이 실행하고 있는 전자정부 이용실태 조사들을 분석하여 ‘전자정부 이용’의 개념 정의, 측정을 위한 조작화 및 조사 방법 관련 쟁점을 정리하고 발전방안을 제시하였다. ‘전자정부 이용’에 대한 실태 파악을 위해서는 우선 정부와 접촉한적이 있는지를 설문하고, 정부를 접촉한 사람들을 대상으로 정부와의 최근의 접촉에서 그들이 수행한 활동과 사용한 채널을 조사하는 것이 실행가능한 유용한 방안이다. 향후 전자정부 이용 조사에서 ‘시민중심성(citizen-centricity)’을 강하게 반영하기 위해서는, 수요자들이 생애-사건들(life-events)을 처리함에 있어서 전자정부 서비스를 어떻게 사용하고 있는가를 조사하는 접근법을 시급히 도입하는 것이 바람직하다.
