This research analyzed the financial problems of North Korea, the recent financial measures and the probability of its success. As a result of the analysis, the North Korea Won (KPW) has been dramatically replaced with foreign currencies since the confiscatory currency reform in 2009 and KPW devaluation. The possibility of vicious inflation is decreasing, but the possibility of dollarization (and yuanization) and the private finance, which is threatening the system``s safety, is increasing. Meanwhile, the North Korea government is currently encouraging the saving of foreign currency and the use of foreign card and electronic transactions, etc. The North Korea government``s purpose is to absorb foreign currencies and thereby restore the local currency as well as to concentrate the market scattered private finance into the official financial institutions. This will strengthen the bank control on the market economy and develop the economy by circulating the domestic funds. Yet due to the lack of public trust on the official institutions, the financial measures encouraging foreign currency savings and electronic transaction are not likely to achieve visible results in the short run.
