    Each country facing 21C in the world is trying to Reinvent Government introducing government reform and NPM to live the times of the change with openness and competition. Therefore, at this point in time, this study adapts audit and evaluation as a catalyst of reinventing government which could forward the development of a nation for the long term with feedback from national public works.
    It described theory related Efficiency of 3E (that is, economy, efficiency, effectiveness) and the evaluation-method with a related example. Then, the extent of the study has been established to provide a foundation to develop a Korean Performance Auditing system, which analysed the development factor of Efficiency in a general concept in the US, UK and Canada.
    In conclusion, I dare to expect that this study plays an important role in a possible test place and previous example with developing a program of every kind and plan about Korean indigenous form.
