강원랜드 설립정책이 폐광지역개발에 미친 성과평가에 관한 연구 = An Evaluation of the Effects of Kangwon Land Establishment Policy on the Regional Development of Closed Mine Vicinities

Kangwon Land Casino, located in Jeongseon County, Gangwon Province, was established for the regional development of deteriorating areas such as Taebaek City, Samcheok City, Jeongseon County and Yeongwol County, where mines were abandoned to streamline the coal industry in the late 1980s. Yet whether the casino has positive impacts on local development is a controversial issue. Prior studies on the economic effects of Kangwon Land focus on indicators such as employment growth and sales increases in affiliated industries, which do not have much direct relevance with local development. Thus this study reexamined the very five criteria used to determine the above mentioned districts as underdeveloped areas in the first place: population growth, financial independence, road, number of employees and land value.
The results show that even after the opening of the casino, population declined and businesses were stagnant in all areas. Only Jeongseon County showed some improvement in the number of people engaged in business, while the other districts showed no change. Likewise, the financial independence rate and land value of districts other than Jeongseon County were in a deadlock or becoming worse, while those of only Jeongseon were increasing. The casino, built to boost the local economy of the closed mines, showed positive results only in Jeongseon County where it is immediately located and had no impacts on the neighboring districts. Therefore remedial measures for spreading positive effects to abandoned mine regions other than Jeongseon County are required.

국문 초록 (Abstract)

강원도 정선의 강원랜드 카지노는 1980년대 후반의 석탄사업 합리화 정책으로 인하여 폐광된 태백시, 삼척시, 정선군, 영월군 등 폐광 낙후지역의 지역개발을 목적으로 만들어졌다. 그러나 카지노 설립이 과연 지역개발에 긍정적 효과가 있는가에 대해서는 많은 논의가 존재한다. 기존 강원랜드의 경제적 효과에 대한 선행연구는 고용증대, 관련업종 매출액 증대 등의 효과에 중점을 두고 있으나, 이러한 지표들은 지역 개발과는 직접적인 관련성이 적다는 한계점이 있다. 이에 본 연구는 최초 이 지역이 경제적 낙후지역으로 선정되었던 기준인 인구증가, 재정자립도, 도로율, 산업인구, 지가의 5가지 지표를 재점검하여 강원랜드 설립이 지역개발에 어떠한 효과를 가져왔는가를 살펴보았다. 분석결과, 강원랜드 카지노 개장 이후 인구는 모든 폐광지역이 감소하고 있으며, 사업체수는 정체상태이다. 사업종사자는 여타 지역은 변화가 없으나 정선군만 증가하고 있고, 재정자립도와 지가는 다른 지역은 정체 내지 하락하는데 반하여 정선군만 증대하고 있다. 즉, 폐광지역의 지역개발을 위하여 시행된 강원랜드 카지노 개발은 강원랜드 카지노가 직접 위치하고 있는 정선군에만 지역개발 측면에서 긍정적인 영향을 미치고 있을 뿐, 다른 폐광지역에는 지역개발 효과가 나타나지 않고 있다. 강원랜드 카지노 개발은 폐광지역 전체의 지역개발 정책으로 추구된 것인바, 정선군만이 아닌 주변 폐광지역까지 파급될 수 있는 정책적 방향이 요구된다 하겠다.
