정책과정에서의 미국 싱크탱크(Think Tank)의 활동과 역할에 관한 예비적 분석 = A Preliminary Analysis of Policy Activities and Roles of U.S. Think Tanks

다국어 초록 (Multilingual Abstract)

There is no doubt that think tanks have made valuable contributions to American foreign and domestic policy. Policy policy making appears to be a more knowledge-intensive process. Think tanks are particularly important in the agenda-setting of the policy process. There are, however, few studies in South Korea to explore the evolution and proliferation of American think tanks. Very Few studies have paid close attention to how think tanks see to wield public and private influence in public policy. This paper provides an overview of the activities and institutional development of think tanks in the United States. In addition, this paper discusses the roles and influence of think tanks in the United States. Finally, this paper addresses several challenges such as financial independence, scholarly autonomy, and research capacity facing think tanks in South Korea.

국문 초록 (Abstract)

그동안 싱크탱크가 미국의 국내정책과 대외정책에 있어서 상당히 큰 기여를 해왔다는 사실은 널리 알려져 있다. 특히 근래 들어 정책과정이 점점 더 지식전문화되면서 싱크탱크의 역할이 정책과정에서 더욱 부각되고 있다. 그러나 국내에서 미국 싱크탱크의 발전과정에 대한 체계적인 연구는 드물다. 싱크탱크가 미국의 정책과정에 미치는 영향에 관한 밀도 있는 연구도 적다. 본 연구에서는 미국 싱크탱크의 활동현황과 그 발전과정을 정리하여 소개하고 있다. 또한 정책과정에서의 미국 싱크탱크의 역할과 영향력을 살펴보고 있다. 마지막으로 한국의 싱크탱크가 당면한 재원의 독립성, 연구의 자율성, 그리고 연구역량의 문제를 논의하고 있다.
