행정수도이전, 분권, 그리고 균형발전: 또 다른 이야기 = Administrative Capital Relocation, Decentralization, and Balanced Regional Development: an untold story

다국어 초록 (Multilingual Abstract)

Rising debates over administrative capital relocation under Rho Administration present new forms of socio-political conflict which was absent under centralized authoritarian regime. Capital vs. non-capital region and central vs. local governments confrontation add new and complex dimensions upon the debates. Under this situation, politics of regionalism is being substituted by or mixed with politics of territorial management based on regional interest calculation (rather than on regional political loyalty). Disputes over the administrative relocation is a good point in case. Stated goal of the protagonist for relocation is balanced regional development through decentralization, while that of the antagonist is a concern over regional competitiveness through regional empowerment in the age of globalization. Close investigation of both arguments, however, reveals the gap between the stated and real goal. Underneath the stated goal, both parties are hiding political calculation based on electoral regionalism of centralization. To bridge the gap between both parties, this paper proposes, first, reconstruction of the debates detached from the political mobilization of the parties concerned, and second renewal of Reform City agenda not based on central government direction but on citizen participation.

국문 초록 (Abstract)

참여정부가 의욕적으로 추진하였던 행정수도이전을 둘러싼 갈등은 중앙집권적 권위주의 시절에는 보기 힘들었던 새로운 정치/사회적 대립구조를 보여주고 있다. 수도권 대 비수도권, 중앙 대 지방이라는 새로운 갈등의 축이 행정수도이전을 둘러싸고 매우 복잡하게 얽혀있다. 이른바 지역경영의 정치(politics of territorial management)가 분권화 시대의 도래를 맞아 기존의 지역주의 정치구도를 대체하거나 혹은 지역주의 구도와 혼재되어 있는 양상으로 전개되고 있는 것이다. 행정수도이전을 둘러싸고 벌어졌던 중앙정부, 정치권, 수도권 지방정부 및 비수도권 지방정부간의 첨예한 대립적 논리전개는 이러한 새로운 갈등의 양상을 잘 보여주고 있다. 행정수도이전 찬성세력의 기본논리는 균형발전인 반면, 반대세력의 기본논리는 분권을 통한 경쟁력 강화이다. 그러나 이러한 겉으로 드러난 논리구조는 (양 주장 모두에 내재하는 모순구조를 논외로 치더라도) 행정수도이전을 둘러싼 이해당사자들 간의 실제적 논리구조를 은폐, 왜곡시키는 위험성을 또한 내포하고 있다. 양 진영 모두 중앙집권 시절에 배태된 지역주의 정치구도를 극복하지 못하고 오히려 정치적 지역주의의 연장선상에서 행정수도 이전을 해석하고 있는 모순을 드러내었다. 이는 행정수도이전을 찬성하거나 반대하는 세력 모두에 있어 표방된 목표(stated goal)와 실제 목표(real goal)간의 괴리를 나타내는 것으로서, 표면적으로는 분권을 주창하지만 내부적으로는 집권적 발상에 경도되어 있음을 반증하는 것이다. 결론으로서, 이 논문은 양 주장의 동시적 비판에 근거하여 두 가지 점을 제시한다. 하나는, 행정수도이전의 논쟁을 정치권으로부터 시민사회적 담론의 장으로 전환시키는 것으로서 이는 곧 행정수도이전의 문제를 정치적 지역주의 해석으로부터 독립시켜 지역경영의 정치로 치환시키는 근거를 마련하는 작업이다. 또 다른 하나는, 제도적 대안으로서 행정수도이전이 표방하는 목표인 균형발전과 분권의 문제를 동시적으로 해결하기 위하여 관공서간 분권이 아닌 시민참여적 분권을 혁신도시 의제와 연계시키는 것이다.
