환재 박규수와 시무(時務)의 국제정치학 = Park, Kyu-Soo’s International Politics in the mid-late 19th century

국문 초록 (Abstract)

본 연구는 19세기 중후반 한국외교사에서 환재 박규수가 보여준 독특한 국제정치적 대응에 주목한다. 박규수는 초기에는 비교적 선명한 화이관을 가지고 있었으나 아편전쟁과『해국도지』영향을 받아 해방론으로 이양한다. 그의 해방론은 서양세력을 국제정치적 실체이자 타자로서 인정한다는 점에서 척사론과는 구분된다. 또한, 2차 연행 이후 에는 만국공법 질서에 대한 초보적 이해와 서양제 국과의 수교에 대한 개방성을 발견할 수 있다. 그러나 그는 만국공법의 주권질서 조직원리와 행위자로서 국민국가를 문명표준으로 냉철하게 인식하지는 못하고 있다. 박규수의 국제정치학에서 나타나는 가장 큰 특징은 전통적 동아시아 질서와 근대 주권질서를 동시에 고려하고 있다는 점이다. 그는 중국을 단지 하나의 영토국가가 아니라 동아시아 문명이자 힘의 실체로 이해했으며 문명적 선호와 전략적 시세판단에 입각하여 한중관계를 기축으로 서양세력의 도전에 대응하고자 했다. 그런 의미에서 박규수의 국제정치학은 전통과 근대가 모두 투영된 복합적 국제정치학이자 문명의 국제 정치학, 그리고 그가 선호하는 표현을 빌자면 시무(時務)의 국제정치학이라고 할 것이다.

다국어 초록 (Multilingual Abstract)

This study pays focuses on the international politics that Park Kyu-soo showed in the Korean diplomatic history in the mid-late 19th century. Park certainly had Sinocentrism at an early stage, but was transferred to the theory of the maritime defense under the influence of the Opium War and the book of HaeKugDoJi(海國圖志). His view on maritime defense is differentiated from the tradtional perspective, Chok-Sa to the extent that it acknowledges the western power as international political entity. In addition, since the second stage, it has been found that he fundamentally understood the Western international law(萬國公法), assumed openness toward the diplomatic relations with the Western countries. But he fails to keenly recognize the state nation as standards of civilization and an organizing principle of sovereignty. The major feature displayed in his international politics, is that he considers the traditional order of East Asia and the Western sovereign order at the same time. He identifies China not as a territorial state but as civilization of East Asia and stands up against the challenge of the Western power with a focus on the Sino-Korearelationship, based on cultural preference and strategic judgment. In this respect, the international politics of Park, can be termed as an international politics of civilization and an international politics of Si-mu(時務) as he prefers to call.
