Web GIS 基盤의 法院競賣 情報檢索시스템에 關한 硏究 = (A) Study on the Court Auction Information Search System based on Web GIS

국문 초록 (Abstract)

법원의 부동산 경매에 대한 관심이 증가하고 참여도도 높아짐에 따라 법원경매입찰을 위한 정보의 중요성도 비례적으로 높아지고 있다.
부동산은 고가의 재화이므로 한번 구입하면 쉽게 변경할 수 없으며 법원경매라는 특수한 상황은 싼값에 부동산을 획득할 수 있다는 장점이 있는 반면에, 일반 부동산재화를 구입하는 것에 비해 위험요소가 크다는 단점이 있으므로 경매의 안전한 입찰을 위해서는 다양한 정보가 요구되어 진다. 여기에 필요한 정보들은 부동산을 거래하는데 필요한 정보에 법원경매정보라는 특수한 정보가 결합되어 져야하며, 해당지형, 교통, 주변 환경과 편의시설 등 주변의 지리정보도 필수적으로 포함되어져야 한다. 일반 사용자들은 이러한 정보를 획득하는데 많은 시간과 비용을 투자하지만 그에 상응하는 정보획득을 하지 못하고 있다.
따라서 정보이용자들에게 법원경매정보와 지형정보를 좀 더 쉽고 빠르게 전달하기 위해서 Web과 GIS를 이용하는 법원경매정보검색시스템을 개발하는데 본 논문의 목적이 있다.
연구의 공간적 범위는 경매물건의 종류가 다양한 광주광역시 북구이며, 그 중에서도 용봉동과 중흥동으로 제한하였다. 연구의 주요 내용은 법원경매정보와 기존의 법원경매정보검색시스템의 고찰, 시스템 구축을 위한 데이터베이스와 시스템의 설계와 개발, 사례지역에 대한 시스템 기능의 적용 및 분석 등의 세 부분으로 나누어 구성하였다.
실제적용을 위한 공간 및 속성 데이터를 구축하는데 기본도의 생성을 위해서 AutoCAD Map 2000을 사용하였다. 그리고 각 레이어의 위상구축을 위해서는 ESRI사의 ArcGIS8.1을 사용하였으며, 주제도 생성을 위해 ArcView3.2를 사용하였다. 그리고 시스템을 Web 상으로 구현하기 위해 ArcIMS4.0을 이용하였다.
Web GIS를 이용하여 최종적으로 구현된 법원경매정보검색시스템을 사례지역에 적용한 결과는 다음과 같다.
첫째, 법원경매정보와 인터넷 GIS의 결합으로 정보를 개방화할 수 있다는 것이다. 기존의 법원경매정보와 같은 부동산정보는 폐쇄성이 강해서 일반인의 접근이 어려웠으나, 이와 같은 법원경매정보검색시스템을 이용한다면 보다 쉽게 법원 경매정보에 접근할 수 있을 것이다.
둘째, 정보이용자의 시간·비용의 절감과 서비스 수준의 향상이다. 법원경매정보검색시스템으로 보다 많은 정보를 검색하게 되면, 정보욕구를 충족함과 동시에 정보획득에 요구되는 시간과 비용을 감소시킬 수 있다.
마지막으로 부동산시장의 활성화이다. 법원경매정보검색시스템은 용이한 정보검색을 통해 경매가 보다 활발하게 이루어질 수 있으며, 나아가서 부동산시장이 활성화 될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

There are increasingly many people who have interest in and participate in real estate auction at a court, and accordingly the information concerning bidding for a court auction has been receiving more importance than ever.
Real estate is a high value asset and cannot be easily changed in it once purchased. You have this advantage of obtaining real estate at a lower price than usual at a court auction but have to risk a big time at the same time, which risk you don't take when purchasing real estate in a normal way. All these call for more and more diverse information on court auctions. The required information must include the information necessary to selling and buying real estate, the special information on court auctions, and the geographic information of the surroundings such as the topography, traffic, the environment, and amenities. Currently, people have invested much time and money in acquiring these kinds of information, only to get little value information.
This paper set out to develop a court auction information search system using Web and GlS so that the users could get the correct court auction information and geographic information in an easier and faster way.
The spatial scope of the study was Buk-gu, Gwangju Metropolitan City where you could find diverse kinds of articles for sale at auction. Yongbong-dong and Jungheung-dong were focused in particular. The study was proceeded in the following three parts; a consideration of court auction information and the existing court auction information search system, design and development of database for a new system and the application and analysis of the newly developed system to the two areas.
The final system of court auction information search based on Web GlS was applied to the areas and the following results were drawn:
First, real estate information that is highly closed and difficult to be accessed by the public can be opened publically thanks to the system of court auction information search.
Second, the users can satisfy their needs for information and save time and cost involved in obtaining information by usingmore diverse search routes.
Finally, easier information search will lead to more active auctions and more vitalized real estate market.
