국문 초록 (Abstract)

본 연구는 공공안전 기관의 특수성을 반영한 ESG 평가 체계의 필요성을 분석하고, 이를 위한 새로운 접 근법을 제안한다. 기존 ESG 평가는 기업 중심의 비재 무적 리스크와 성과에 초점을 맞춰 시민 안전 만족도, 지역사회 참여, 현장 대응 역량 등 공공안전 기관의 고유한 역할을 충분히 반영하지 못한다. 이에 본 연구 는 연속성, 복합성, 참여성, 실행성의 네 가지 원칙에 기반한 공공안전 특화 ESG 지표를 설계하고, 환경 (예: 친환경 순찰차 도입), 사회(예: 시민 체감 안전 도), 거버넌스(예: 윤리강령 준수) 영역별 구체적 적 용 방안을 제시한다. 제안된 평가 체계는 투명성과 책 임성을 강화하며, 시민 신뢰 구축과 서비스 품질 개선 을 촉진한다. 또한, 지표 가중치 설정, 자료 수집의 신 뢰성 확보, 디지털 플랫폼 기반 상시 모니터링 체계 구축을 통해 실효성을 높일 수 있다. 본 연구는 공공안 전 기관의 ESG 평가가 조직 혁신과 지속가능성을 견 인하는 실질적 도구로 자리 잡을 수 있음을 보여준다.

This study analyzes the need for an ESG evaluation framework tailored to the unique characteristics of public safety agencies and proposes a new approach. Existing ESG assessments primarily focus on nonfinancial risks and performance metrics in the corporate sector, thereby failing to adequately capture the distinctive roles of public safety institutions, such as citizen safety satisfaction, community engagement, and on-site response capacity. In response, this research designs ESG indicators specialized for public safety, grounded in four principles: continuity, complexity, inclusiveness, and implementability. It presents specific application strategies across three ESG dimensions—Environmental (e.g., adoption of eco-friendly patrol vehicles), Social (e.g., perceived public safety), and Governance (e.g., adherence to codes of ethics). The proposed evaluation framework enhances transparency and accountability while promoting public trust and service quality improvement. Furthermore, the effectiveness of the framework is reinforced through weighted indicators, reliability in data collection, and the establishment of a digital platform for continuous monitoring. This study demonstrates that ESG evaluation in public safety agencies can serve as a practical tool for driving organizational innovation and sustainability.
