The basic goal of public administration is to improve the quality of life of citizen. For achieving this goal, there is the necessity of the approach that the accomplishment of administrative affairs is directly linked with the life of citizen.
Thus I study the concept of the 'quality of life' that was appeared at 1970 early and that comprised the societal goals.
I suggest the historical implication of and the classified type of the 'quality of life'.
And the methods to measure the 'quality of life' are the objective and subjective methods.
The studies of the correlation analysis of two methods are practiced empirically by many scholars.
Analyzing the studies of many scholars, I can understand that the relation of this subjective and objective methods has the character of the mutual support.
Today the necessity of the subjective measurement is required espicially in Korean public administration.
Because Korean public administration have the fundamental problems of people's view as passive beings, of research's shortage about citizen's substantial needs, and of superficial evaluation, the humanitalian approach is requested in public administration by means of reflecting the citizen's subjective thinking, that is, the subjective evaluation.
For measuring the subjective thinking of citizen, I analyze the 'quality of life' and suggest it's 15 indicators. Also I survey the function of Korean public administration and suggest the 7 subfunctions of the local administration. And I make the model of the subjective measurement for administrative evaluation and for understanding the level of 'quality of life'.
I practice the empirical test of administrative evaluation and the level of 'quality of life' on the base of the model in 4 districts of Kyong Ju Si, UI San Si, Po Hang Si and Uel Sung Gun.
The result of this empirical survey shows that the subjective evaluation appears the valuative results.
Though the subjective evaluation has its many limitations and its independent application is restricted to insufficient results, it has the important implication in supplementing the objective measurement and in discovering the practical facts.
Thus the subjective evaluation is studied constantly in many fields of Korean public administration.
